Concord Man Arrested on Synthetic Steroids Charge: Log
Police: "Nonsensical" comments about a treasure hunt lead to meth, resisting arrest charges and a man swerves on two tires before DWI stop.
CONCORD, NH - Kenneth E. Akey Jr., 55, pictured, of Union Street in Concord, was arrested at 11:20 a.m. on April 27, 2016, two felony counts of sale of controlled drugs. The charges stem from alleged incidents on Oct. 21, and Oct. 30, 2015, at the American Bodybuilding Supplements store on North Main Street involving two doses of Testosterone Tnanthate and 100 doses of Oxymetholone, valued at $380. Akey was arrested on a warrant and had a court date on June 8.

Kelly A. Kilcullen, 48 of South State Street in Concord, was arrested at 8:36 p.m. on April 29, 2016, for simple assault, domestic violence-simple assault, and possession of controlled drugs-marijuana. Officers were sent to South Street for a domestic where dispatch reported hearing objects being thrown and a woman crying, according to the report. When they arrived, they separated the parties but Kilcullen was reportedly “hesitant to speak” to the officer. Later though, Kilcullen reportedly stated they were arguing about things “normal” people would argue about, specifically, “she wanted to have burgers, but they did not have enough money to get burgers.” The man alleged that she wanted to get food but reportedly wouldn’t tell him what to make and got increasingly angrier at him, threw his phone across the room, and grabbed his sweatshirt, according to the report. The officer went back to speak to Kilcullen and she allegedly admitted to grabbing him and throwing his phone because he wouldn’t get out of the apartment when she demanded him to, according to the report. She was arrested and during processing, police allegedly found a baggie of marijuana.

Ashley M. Leclerc, 25, of McKee Drive in Concord, was arrested at 10:19 a.m. on April 19, 2016, for felony possession of controlled drugs-methamphetamine and resisting arrest or detention. Officers were sent to Northeast Electrical on Bridge Street to check on the welfare of a person “acting strange,” according to a court affidavit. They made contact with Leclerc who allegedly told them that she was picking up packages and was on a treasure hunt. “I observed Leclerc's behavior and she was very scattered and jumpy,” the officer alleged. “Leclerc's pupils were very small, almost pinpoint and the lighting in the building was dark.” During questioning, Leclerc reportedly didn’t appear to know where she was, was “disorganized in her thoughts,” and called the police “not real police officers” and “imposters.” Leclerc had a New York ID and reportedly requested to be taken to the hospital for an eval but then changed her mind when she was told to take off her backpack. She allegedly said she was going to “peace out” and got very upset. Leclerc was then transported to Concord Hospital and was “making nonsensical statements the entire ride,” according to the officer. While there, officers allegedly found a glass pipe with residue and broken glass inside her sack which checked positive for meth, according to the affidavit. After she was medically cleared, she was arrested, and allegedly resisted when taken in to custody. She refused bail and was held.
Walter I. Healey, 61, a homeless man now located in Concord, received a summons at 10:25 a.m. on April 18, 2016, for possession of alcoholic beverages on public property near the construction area on Storrs Street. He was allegedly drinking a 24-ounce can of High Gravity Steel Reserve Malt Liquor.
Matthew S. Vashaw, 35, of Alice Drive in Concord, was arrested at 6:48 p.m. on April 16, 2016, for driving while intoxicate-subsequent. Officers were sent to Fisherville Road for a report of a possibly intoxicated driver “all over the road” that “almost hit parked cars” at the Irving gas station, according to a court affidavit. An officer caught up with the vehicle on Douglas Avenue, reportedly watched it drift in the road, and then went to pull the vehicle over. “Once the vehicle reached the end of Douglas Ave., I saw it make an extremely wide right hand turn onto Alice Dr.,” the officer alleged. “The turn was so wide that the driver’s side tires went completely off the road.” After stopping the vehicle, the officer approached and allegedly smelled alcohol coming from the vehicle. During questioning, the driver – Vashaw – was allegedly slurring his words, “was all over the place,” and “not making sense to me,” the officer stated. The officer asked him to exit the vehicle but before he did, Vashaw allegedly asked if he was going to get a DWI charge. “I asked Matthew why he would ask me a question like that and he replied, ‘Because I’m drunk,’” according to the report. After an attempted field sobiety test, he was arrested and refused bail. According to a court affidavit, Vashaw was convicted of DWI in Henniker District Court in December 2011.
Christopher T. Maltais, 53, of Concord Street in Concord, was arrested at 9:54 p.m. on April 14, 2016, for default or breach of bail conditions. Officers were sent to the area in front of Lucky’s Barbershop on South State Street for a domestic incident. When they arrived, they found no one outside but the front door of a home on Concord Street open. No one, however, was inside. They decided to check the area and ran into Maltais “wobbling on S. State St. in a north bound direction,” according to the report. Maltais allegedly told officers that he and a woman were involved in an argument at the home and she walked out. He also allegedly admitted to having a few drinks, according to a court affidavit. Both officers knew that Maltais was out on bail after a previous arrest, was not to have contact with the woman, and was not to reportedly be drinking, so he was arrested and held without bail.
Robert W. Clark, 27, a homeless man now located in Concord, was arrested at 1:18 p.m. on April 13, 2016, for criminal trespass and default or breach of bail conditions. Officers on foot patrol underneath the I-393 overpass by the Kimball Jenkins Estate came across two men who allegedly “started to toss empty beers can over the concrete barrier towards the ground” after seeing the officers approach. Clark allegedly stated he was collecting cans for money for cigarettes and pointed to a bag on the ground. The officer countered that the bag had been in the same place for the last three days that he had patrolled the area. The second officer told Clark that he had been warned about not trespassing under the bridge back in March. He had previously been arrested on April 6, and was out on bail, so he was arrested again and held on $2,000 cash bail.
Ryan N. Theriault, 24, of Clinton Street in Concord, was arrested at 6 p.m. on April 12, 2016, for criminal mischief after an alleged incident on Feb. 27, 2016, at Angelina’s on Depot Street. He was arrested by a New Hampshire State Police and handed over to Concord on the warrant. Theriault had a court date on May 23.
Jeffrey A. White, 55, a homeless man now located in Concord, was arrested at 10:08 a.m. on April 11, 2016, on a bench warrant. He was arrested after officers saw him standing at the intersection of Storrs Street and Hills Avenue, ran a check on him, and found that he had an active warrant.
