Concord Man Tased; Faces Stalking, Threat, Other Charges: Log

CONCORD, NH — Amanda Jane Bernier, 38, of Concord was arrested at 5:24 p.m. on Feb. 24, 2021, on simple assault and domestic violence-simple assault charges after an incident on Stickney Avenue. She has been convicted on several felony drug charges as well as theft, bad checks, and other charges around New Hampshire since 2006.

John Thomas Conkle, 45, of Concord was arrested at 1:35 p.m. on Feb. 24, 2021, on aggravated felonious sexual assault and endangering the welfare of a child-solicit sex charges. He was arrested after an incident on Jennings Drive.

Mark J. Ouellette, 34, of Pembroke was arrested at 3:21 a.m. on Feb. 24 on a receiving stolen property charge, a felony, due to two prior convictions. He was arrested after an incident at Cumberland Farms on North Main Street. Ouellette also faces a violation of parole or probation charge after being convicted on a controlled drug: acts prohibited charge out of Pembroke in August 2018 and a probation violation in September 2019. He was convicted on an armed robbery charge out of Manchester in March 2015. Ouellette is due in Merrimack County Superior Court on May 21 for a dispositional conference.

Kelly Ann Kilcullen, born 1967, of Concord was arrested at 4:48 p.m. on Feb. 23 on a driving after revocation or suspension charge after an incident on Manchester Street.

Mantas Keith Crosby, 27, of Manchester was arrested at 11:20 a.m. on Feb. 22 on receiving stolen property and theft by unauthorized taking charges, both felonies, due to two prior convictions, after an incident at Walmart on Loudon Road. He was previously convicted on felony habitual offender, a forgery charge, and violation of probation or parole. Crosby is due back in Merrimack County Superior Court on April 29 for arraignment.

Jeffrey A. Welke, born 1966, of Boscawen received a summons at 6:29 a.m. on Feb. 21 on a conduct after an accident charge.

Sidney R. Gonsalves, born 1992, of Epsom received a summons at 2:25 a.m. on Feb. 20 on a bench warrant after an incident on Village Street.

Jeffrey R. Vachon, 57, of Pembroke Road in Concord was arrested at 3:19 p.m. on Feb. 19 on stalking, criminal threatening, resisting arrest or detention, and breach of bail charges. According to an affidavit, police were sent to Pembroke Road for a report of Vachon being at a home he was not supposed to be at. A tenant in the building was told to call police if Vachon was seen at the home and he accused him of being on the property. Officers went over to another residence and spoke with a woman who denied Vachon was at the residence. Officers checked the residence and did not find him. The officers then went back to the complainant who provided security video footage showing Vachon arguing with the woman, according to an affidavit. The officers then returned to the woman's residence and looked around again. During the second search, they found trash and boxes inside a cupboard underneath a stairwell and also found Vachon, a report stated. The reporting officer accused Vachon of shouting at them so they drew their firearms and then, transitioned to Tasers, "to provide less lethal coverage." Vachon was ordered out of the cupboard and he complied but he refused to put his hands behind his back so he could be taken into custody, the affidavit stated. "Although I gave several loud verbal commands, Jeffrey refused to comply with them," the officer wrote. He was warned twice that he would be Tased if he didn't put his hands behind his back, the report said, and after being accused of ignoring the commands, the two officers both Tased Vachon. "The taser had little effect and Jeffrey continued to struggle," the report said. The officers continued to struggle with Vachon and eventually were able to get him into handcuffs. He refused to see a bail commissioner and was transported to the county jail.

William McFarlin, born 1953, of Concord was arrested at 4:25 p.m. on Feb. 18 on simple assault and domestic violence-simple assault charges after an incident on South State Street.
