Concord Man Arrested On Strangulation, Assault Charges: Cop Log

Woman arrested on forgery charges; Nashua pair, Alton woman face theft charges; and convicted rapist accused of protective order violation.

CONCORD, NH — Tess M. Hibbard, 32, of Concord was arrested at 7:01 p.m. on Aug. 11 on two forgery, two theft by deception, and two receiving stolen property charges after an incident at the New Hampshire Federal Credit Union on Airport Road.

Jeffrey R. Vachon, 57, of Concord was arrested at 11:58 p.m. on Aug. 9 on second-degree assault-strangulation, domestic violence-simple assault, criminal mischief, and two simple assault charges. He was arrested after an incident on Pembroke Road.

William Leroy Vinal, born 1968, homeless in Concord was arrested at 12:29 p.m. on Aug. 8 on two warrants. He was arrested after an incident in the South Main and Hall streets area of the city.

Nicole M. Tusi, 33, of Alton was arrested at 9:53 a.m. on Aug. 8 on a theft by unauthorized taking-less than $1,000 charge after an incident at Walmart on Loudon Road. She was arrested again at 10:15 a.m. on Aug. 9 on a bench warrant at Walmart on Loudon Road. According to court records, Tusi has active cases in Belknap County Superior Court for a felony theft and habitual offender charges out of Belmont, felony theft charge out of Gilford, felony burglary, felony drug possession, and breach of bail charges in Alton.

Joshua Alexander Knight, 41, of Concord was arrested at 7:36 p.m. on Aug. 7 on a possession of a controlled drug charge after an incident on Greenwood Avenue. He's due in Merrimack County Superior Court Sept. 18.

Alexis Celina Turgeon, 26, of Nashua was arrested at 2:40 p.m. on Aug. 6 on a felony theft by unauthorized taking charge, due to two prior convictions. Also arrested was Fernando Alvarez, born 1988, of Nashua on a felony theft by unauthorized taking charge, due to two prior convictions. They were arrested after incidents at Walmart on Loudon Road. Turgeon is due in superior court Sept. 18.

Lyman E. Peterson III, 41, of Birch Street in Berlin was arrested at 9:41 a.m. on Aug. 6 on a violation of a protective order charge after an incident on North Main Street. On July 5, according to an affidavit, police were sent to a store downtown to speak to a woman about a possible protective order violation. The woman accused Peterson of trying to call her through Facebook messenger after another woman called Peterson to tell him she overheard a person in the business saying bad things about him, according to the affidavit. The officer eyed the woman's phone, double-checked the protective order, and found it was active. A warrant was issued for his arrest at July 14. Peterson is a registered sex offender due to three felonious sexual assault-victim under 13 convictions in 2000 out of Grafton and Sullivan counties and three aggravated felonious sexual assault-victim under 13 and one felonious sexual assault-victim under 16 conviction in 2009 from Grafton County. According to the state of New Hampshire, Peterson has previously been convicted of stalking, violation of protective order, and violation of probation in the past.
