Cotton swab container leads to fentanyl possession charge; woman faces criminal mischief charge; Concord man arrested on a fugitive warrant.

CONCORD, NH — Tyler Reese Hicks, born 1994, of Manchester was arrested at 2:05 a.m. on Jan. 29, 2022, on a driving under the influence charge after an incident at 67 S. Main St.
Mapolo B. Buessing, born 1984, of Oakland, California, was arrested at 1:13 a.m. on Jan. 29 on a driving under the influence charge after an incident on North State Street.
Robert Sylvia Jr., born 1953, of East Falmouth, Massachusetts, was arrested at 5:41 p.m. on Jan. 28 on a driving while intoxicated charge. He was arrested after an incident at 25 Water St.

Larry Davenport, born 1975, of Concord was arrested at 10:28 p.m. on Jan. 28 on a bench warrant after an incident on North Main Street.
Alexis Natasha Regan, 26, of Concord was arrested at 1:59 a.m. on Jan. 28 on three bench warrants and a warrant. She was arrested after an incident at the Everett Arena on Loudon Road. Regan failed to appear in Merrimack County Superior Court on arraignments on a drug charge out of Bow on Nov. 4, and Dec. 9, 2021. She is due back in court on a dispositional conference hearing on March 22.

Kimberly A. Kisiel, born 1986, of Manchester was arrested at 12:10 a.m. on Jan. 28 on an unlawful activities; litter control charge after an incident on Jennings Drive.
Miranda L. Demers, born 1997, of Somerset, MA, was arrested at 12:15 a.m. on Jan. 27 on a driving under the influence charge. She was arrested after an incident on Interstate 393.
Christine M. Dunn, born 1984, of Concord was arrested at 10:25 p.m. on Jan. 26 on a criminal mischief charge. She was arrested after an incident on East Side Drive.
Robert Allen Wasowski, 33, a homeless man now located in Concord, was arrested at 4:23 p.m. on Jan. 26 on a felony controlled drug act; acts prohibited charge. An officer spotted an uninspected motor vehicle with an expired inspection sticker from the year before and pulled it over on South State Street. The officer saw a woman driving with a passenger, who was a man, inside the car. After approaching the car, a Ford Focus, the officer noticed a small, dirty white plastic container on the inner door handle and a cotton swab container with a few swabs inside. “Based on my experience,” the officer wrote, “such containers often contain illicit drugs. To my knowledge, Q-tips are often used to filer fentanyl, heroin, or meth for impurities.” The driver’s information was checked but during the interaction, the officer accused Wasowski of “concealing the container with his hand at the door handle.” The officer said he knew what was in the container and asked if he could see it. Wasowski “willingly opened the container” and said there were pills inside, an affidavit stated. The officer looked and claimed the container had a tan-colored rock-like substance, which the officer presumed to be fentanyl, according to the report. After speaking with Wasowski, the officer accused him of saying he “believed” it was fentanyl and admitted to owning the container. He was then arrested. Wasowski is due in Merrimack County Superior Court for arraignment on Feb. 10.
Wendy Dupuis, born 1971, of Concord received a summons at 11:15 a.m. on Jan. 26 on a theft by unauthorized taking charge, less than $1,000, after an incident at Market Basket on Storrs Street.
Benjamin J. Wilber, 39, of Concord was arrested at 10:33 a.m. on Jan. 26 on a fugitive warrant after an incident on North State Street. According to the superior court, the case involves an incident out of Antrim from Jan. 19. He is scheduled for arraignment on Feb. 18.
William Smith, 27, of Concord was cited at 1:16 a.m. on Jan. 26 on a bench warrant after an incident on Asby Road.
