Concord Teen Arrested On Assault, Deadly Weapon Charges: Log
Allenstown woman, accused of screaming at store, charged with trespass; child endangerment charge issued to woman at hotel; warrant arrests.

CONCORD, NH — Emmanuel Niyomugabo, 52, of Concord was arrested at 8 p.m. on Nov. 13, 2021, on a driving under the influence charge after an incident on North State Street.
Alexis N. Regan, 25, of Gallen Drive in Concord was arrested at 5:21 p.m. on Nov. 12 on a bench warrant and a warrant. She was arrested after an incident at the Friendly Soup Kitchen on South Commercial Street. According to a Bow affidavit, on Oct. 5, Regan was accused of being in possession of methamphetamine while inside a car parked in the parking lot of the Circle K. She also had an active warrant for operating without a valid license. Larry Cole was also arrested on an electronic bench warrant. The officer said in an affidavit that drugs were “in plain view” but a search warrant was also requested and granted. Regan failed to appear at an arraignment on Nov. 4 and a warrant was issued against her. She is due back in Merrimack County Superior Court for arraignment on Dec. 9.
Christopher D. Skinner, 25, of Concord was arrested at 4:44 p.m. on Nov. 11 on a bench warrant. He was arrested after an incident at the Friendly Soup Kitchen on South Commercial Street.

Kimberly Smith, born 1977, of Concord was arrested at 6:21 p.m. on Nov. 10 on criminal mischief, resisting arrest or detention, two simple assault, and two disorderly conduct charges after an incident at the Circle K-Irving on Loudon Road.
Lewis D. Jenna, 41, of Concord was arrested at 5:30 p.m. on Nov. 7 on a felony possession of a controlled drug charge after an incident on Hall Street. He was arrested again at 5 p.m. on Nov. 8 on a warrant after an incident on Hall Street. Jenna is due back in superior court for a dispositional conference on Jan. 14, 2022.

David C. Richardson Jr., born 1994, of Concord was arrested at 3:45 p.m. on Nov. 4 on criminal mischief, resisting arrest or detention, obstruct report of a crime-injury, domestic violence-simple assault, and two simple assault charges. He was arrested after an incident on Fisherville Road.
Tiffany L. Campbell, born 1984, of Manchester was arrested at 1:56 p.m. on Nov. 3 on a bench warrant at police headquarters.
Jackson Mugisha, born 1978, of Concord was arrested on a driving after revocation or suspension charge at 12:12 a.m. on Nov. 2 after an incident on Loudon Road.
Cassi J. Page, 33, of Woodlawn Drive in Allenstown was arrested at 6:24 a.m. on Oct. 31 on a criminal trespass charge. An officer was sent to the Cumberland Farms on North Main Street for a report of a woman yelling at everyone. The complainant gave dispatch the license of the Chevrolet parked at the store that was connected to the woman and the officer noted in an affidavit that the woman was Page. Page, the report said, had been trespassed from the store in July. The officer arrived, spoke to her, and asked what she was doing at the store when she had previously been trespassed. “Cassi responded by yelling at me — ‘You have no authority over me!’” and then said, “F--- you, a---hole,” the affidavit stated. Page was arrested and continued to scream, the report said, threatening to “sue the entire state of New Hampshire” and calling the officer a derogatory term about their sexuality. Page was then taken straight to the county jail and held.
Angela Marie Spataro, born 1992, of Concord was arrested at 11:42 a.m. on Oct. 28 on an endangering the welfare of a child charge after an incident at the Best Western on Hall Street.
Faris Toto, 19, of Concord was arrested at 6:22 p.m. on Sept. 30 on a felony second-degree assault-deadly weapon charge as well as two simple assault charges after an incident at Regency Hill Estates on East Side Drive.
John Joseph Garnett, born 1965, of Concord was arrested at 5 p.m. on Sept. 30 on a theft by unauthorized taking-less than $1,000 charge after an incident on Triangle Park Drive.
