Concord Police Log: Man Smashes Car on Depot Street, Searching for a Key

Plus, two charged with felony organized retail crime enterprise; homeless man, covered in mustard, arrested for trespassing.

Gina S. Summa, 46, of Maple St. in Concord, was arrested at 12:15 p.m. on Sept. 29, on a felony possession of controlled drugs charge. Officers stopped by the Open Hands Resource Center on North Main Street and while there, spoke with Summa and requested to look inside her backpack. She consented to a search and an officer allegedly found four Clonazepam 1 mg tablets. Summa was then arrested.

Douglas Charles MacNeill, 28, of Elm Street in Concord, was arrested at 12:08 a.m. on Sept. 30, and charged with driving after revocation or suspension, suspended registration, and driver’s license prohibitions. While on Loudon Road, an officer checked a Volkswagen Golf and found that the registered owner, MacNeill, had a suspended license. The vehicle was pulled over and he was arrested. According to the report, he was convicted of operating after revocation on June 13, 2012, in Concord District Court, and on Dec. 29, 2010, in Nashua District Court.

Marial Antipas Kocdal Loya, 25, of Old Suncook Road in Concord, was arrested at 12:25 a.m. on Sept. 30, on a bench warrant. An officer observed a Plymouth Neon drifting back and forth on North State Street near the Blossom Hill Cemetery while the driver frequently tapped on the car’s brakes. The officer followed the vehicle and later, pulled it over at the Hess gas station on North Main Street. The woman stated that she was just driving erratically since she was almost out of gas. A check of everyone in the car revealed that Loya had an active warrant for nonpayment of a fine from Nov. 7, 2013, out of Concord District Court.

Christienne James Bardwell, 29, of Thorndike Street in Concord, was arrested at 1:39 a.m. on Sept. 30, and charged with two counts of simple assault and obstructing the report of a crime or injury. Police were sent to the scene of a fight where a woman was reportedly heard screaming, “My nose is bleeding!” Upon arrival, they approached an apartment building and allegedly saw Bardwell “grab a hold of a female … and pull her across the room.” More officers were called to the scene. The woman alleged that Bardwell, who was her roommate, was upset because she had a friend over. While arguing, he allegedly pushed her, she stated. Bardwell reportedly told police that he was sleeping and the woman and her friend woke him up. He requested that they go to her room but she refused. He denied touching her but was arrested.

Ronald Raymond Coulombe, 34, of O’Neil Avenue in Andover, was arrested at 11:21 a.m. on Sept. 30, and charged with two counts of theft by deception and organized retail crime enterprise, a felony, from June 23, and June 24, at Walmart on Loudon Road in Concord. Also, Katherine E. Ayer, 28, of Summer Street in Penacook, was arrested later in the day and charged with two counts of theft by deception and organized retail crime enterprise, a felony, from June 22, and June 24, at Walmart on Loudon Road in Concord. Boscawen Police tipped police off to Coulombe being at the Hannah Dustin Park and Ride near Exit 17. An officer caught up with him there. Coulombe, according to the report, told the officer he was carrying two firearms in a holster, along with a knife and extra magazines. The officer cuffed him and then secured the weapons.

Michael Zinsser, 37, of Faywood Avenue in Boston, MA, was arrested at 8:51 p.m. on Sept. 30, on a bail jumping charge and a bench warrant. According to the city prosecutor’s office, Zinsser reportedly failed to appear at an arraignment on July 7, on an unauthorized use of a propelled vehicle charge from June 2.

Liam Cubbin, 32, of Highland Street in Laconia, was arrested at 4 a.m. on Oct. 1, on a criminal mischief charge. Officers were sent to a suspicious vehicle at around 1:12 a.m. on Depot Street with its windows smashed and doors left open. There was also gasoline everywhere. When they arrived, the officers saw the mess and also a Dodge Caliber parked with its hatch and front door ajar. The window was also smashed and there was blood on the door lock and the ground that trailed about 15 feet from the vehicle. A large pole was on top of the vehicle, too. The officers spoke to a witness who stated that while walking on Storrs Street, he saw a man smashing the vehicle. He stood and watched for a bit and saw the man leave the scene for a minute and then return with a wrapped hand. The man spoke with the suspect who reportedly told him that he smashed the window attempting to obtain a spare key from the vehicle, which was his mother’s vehicle. The police took a description of the man. Another witness, a limousine driver, stated that the man flagged him down for a ride to Laconia. During the ride, the man’s behavior reportedly made the driver uncomfortable and later took him to the hospital for treatment. Police were able to reach out to a woman in Laconia to find out what happened. The woman stated that she drove down to Concord to help Cubbin, since he reportedly “had an issue with money and gas and called her for help,” but the two began arguing so she left. He was later arrested by Laconia Police and brought to Concord. The officer noted that Cubbin was wearing “blood-soaked” clothing. 

Brittany M. Wilkinson, 20, of Brown Hill Road in Bow, received a summons at 2:29 p.m. on Oct. 1, for driving after revocation or suspension after a crash on Loudon Road near Bodgett Street. She lost her license due to default court summons on Aug. 25.

Kallie Wyndham Fay, 40, of South State Street in Concord, was arrested at 5:15 p.m. on Oct. 1, and charged with driving after revocation or suspension. At the scene of a three-car crash, it was revealed that Fay, who was driving one of the vehicle, had her license revoked on Aug. 27, for a transportation of drugs charge. She also was previously convicted of operating after a suspension or revocation in October 2013. She’s due in court on Nov. 10.

Robert S. Gelinas, 27, of Portsmouth Street in Concord, was arrested at 2:50 a.m. on Oct. 2, on a warrant. Gelinas was in a vehicle on East Side Drive that was making an incomplete stop. A check revealed a warrant for nonpayment of attorney fees from April 22, $302.50 cash to settle, and he was arrested.

Craig Stewart Laber, 52, a homeless man now located in Concord, was arrested at 9:02 a.m. on Oct. 2, on a bench warrant out of Concord District Court. He was arrested at the Hess gas station on North Main Street.

David M. White, 46, a homeless man now located in Concord, received a summons at 10:20 a.m. on Oct. 2, on a driving after revocation or suspension charge after a traffic stop due to default court summons from July 10.

Devin Aaron Baillie, 36, a homeless man now located in Concord, was arrested at 4:35 p.m. on Oct. 2, on criminal trespass and default or breach of bail conditions. Officers received a report of a man “stumbling along the sidewalk and yelling at passing motorists.” The officer drove through the Cumberland Farms parking lot and found the person, who was Baillie. He was reportedly unsteady on his feet as he walked out of the store. The officer grabbed his arm to keep him from falling. Baillie reportedly smelled like alcohol and was covered in mustard. A check revealed that he was served a no trespass letter for the store on Aug. 24, and was arrested.

Joel McGuire, 58, of South Street in Concord, was arrested at 5 p.m. on Oct. 2, on a bench warrant. An officer was sent to McGuire’s home for a welfare check. He did not respond to the officer. Later, the officer gained access to the apartment and found McGuire reportedly passed out due to alcohol and was later taken to the hospital by the officer. He had an active warrant for nonappearance in court on Aug. 5, out of Concord District Court.

Shellie L. Paul, 46, of Old Suncook Road in Concord, received a summons at 10:15 a.m. on Oct. 3, on an operating without a valid license charge after being stopped driving a vehicle with an expired inspection sticker.
