Joshua O. Strickland, 40, of Chamberlin Road in Alton or Manchester was arrested at 7:16 p.m. on May 2 on a bench warrant, a warrant, and two felony drug possession charges. He was arrested after an incident on Loudon Road. According to an affidavit, around 10:15 p.m. on Sept. 23, 2022, a man was reported sleeping on the ground of the drive-thru of the Bank of America on Storrs Street. When officers arrived, the man was found on the ground, unresponsive, with a blue-purple face, a report said. He was identified as Strickland. During a pat down, one officer accused Strickland of possessing a methamphetamine pipe with residue. Concord fire and rescue teams were requested after an officer reported Strickland having “a very low pulse.” The officer attempted sternum rubs, and on the third try, he “became responsive” and “stood right up to his feet,” an officer wrote. When asked what happened, Strickland said, “Nothing,” and claimed to be playing with a remote-control car before police arrived, an affidavit said. When one of the officers said he looked like he was overdosing, he was accused of denying any use of drugs and said he had medical issues. Later, Strickland was accused of admitting to using suboxone about one or two hours before. An officer asked him about the meth pipe, and, at first, he said it belonged to someone else, but later admitted it was his, according to an affidavit. Strickland was accused of “slouching” and “almost (falling) over multiple times (while) trying to stand up” and fumbling with his backpack for about five minutes to access his cell phone, the report said. At this point, police took him into protective custody, and his backpack was searched. The affidavit said two small plastic baggies, one containing meth and the other fentanyl, were found. On Jan. 13, the state police lab confirmed the pipe had meth residue, and a warrant was issued against Strickland on March 28.
