Noel Boyd, 59, with a last known address of Endicott Street in Laconia or Belmont, was arrested at 3 a.m. on Oct. 12 on felony operating after a habitual offender and theft by unauthorized taking, less than $1,000, charges. Around 11:30 a.m. on March 26, an officer was sent to Hannaford on Fort Eddy Road for a theft charge involving two older men. The employee watched the men and accused them of stealing merchandise, including one putting makeup inside of a purse and not paying for it. The items were valued at around $40. The employee confronted the men, but they denied stealing anything, a report said, and they left the area. The officer watched the video and later, identified the men. The officer then went to speak to a woman on Mountain Road who owned the vehicle the men were inside at the time. She said the men had permission to use her vehicle, according to a report. One of the men, Boyd, however, was a habitual offender and had driving convictions — disobeying an officer, two habitual offender convictions, suspensions, and two drunken driving charges dating back to 1999. A warrant was issued for his arrest on April 14.

Dens Marcellus, 27, of Brooklyn Avenue in Brooklyn, New York, was arrested at 4:10 a.m. on Oct. 11 on a felony theft by unauthorized charge, $1,501+, charge, after an incident at CVS on Hall Street. Marcellus was arrested again at 12:34 p.m. on a felony felony theft by unauthorized charge, $1,501+, charge, after an incident at CVS on Loudon Road. Around 7 p.m. on March 26, police were sent to Loudon Road for a report of stolen allergy medication. A store employee said a man came into the store asking where paper towels were. After being shown where they were, the employee took a quick break. A few minutes later, another employee frantically told the first employee the man had bolted from the store with around $1,000 worth of allergy medication with an older woman who was with him. Police looked at surveillance footage from the store and were able to get a description of them and the Nissan Rogue SUV they fled in. The officer went to the area of the store where the medication was located and reported the shelves were nearly empty. Five days later, the reporting officer began communicating with a second officer involved in a similar theft the next day at the CVS on Hall Street. Video proved the suspects were the same. On April 6, the reporting officer communicated with a Sanford, Maine, police officer about a similar theft at a CVS in that community. The security footage in Maine matched the man involved in the Concord CVS thefts. In nearby Springvale, ME, a theft incident was reported at Walgreens there, and police stopped the suspect, later identified as Marcellus, via a New York driver’s license. The woman with him was also identified. He denied having stolen medication, but police accused him of voluntarily showing bags in his SUV that contained over-the-counter medications from CVS. The medications were seized and given back to CVS, the report said. A regional CVS investigations manager told Maine there was “a large underground market” for redistributing over-the-counter medications around the Northeast. The Concord officer attempted to reach out to Marcellus via phone, but he claimed it was the wrong phone number. The officer also tried texting but did not get a reply, the report said. A warrant was issued on April 8.
