CONCORD, NH — A man from Winchester was arrested last week on several felony charges after being accused of stealing a Kia from one town and attempting to flee state troopers through other towns.

Around 4 p.m. on Nov. 14, troopers found a 2023 Kia Forte on Route 10 in Swanzey that had been reported stolen out of Winchester earlier in the day. Troopers attempted to stop the driver near Whittemore Farm Road, but the driver refused to stop, according to Tyler Dumont, the public information officer for the New Hampshire State Police.

“A pursuit started and continued south on Route 10,” he said. “Officers with the Winchester Police Department responded and successfully used a tire deflation device in an effort to safely end the pursuit. The device slowed the car before officers were able to deploy a second tire deflation device, as the pursuit continued into Winchester. The vehicle was eventually no longer able to continue.”

The driver, Demetrius Dargan, 33, of Winchester, was arrested on receiving stolen property, unauthorized use of a propelled vehicle, reckless conduct, and habitual offender counts, all felonies, as well as disobeying an officer and reckless conduct charges.

The New Hampshire State Police is continuing to investigate the pursuit with the assistance of the Winchester Police Department, he noted. Additional charges were possible.

Two Queen City residents were arrested for unauthorized state vehicle inspections.

Troop G troopers investigated Alexis Sepulveda Rivera, 30, and Cristopher R. Rosado Rivera, 34, both of Manchester, as part of an investigation into fraudulent inspections. Sepulveda Rivera was accused of giving Rosado Rivera “username credentials belonging to other employees who were certified to conduct motor vehicle safety inspections,” Dumont said. Rosado Rivera was “not certified” to make inspections but was accused of using the credentials. This resulted, Dumont said, in false reporting of inspection data.

“The unauthorized inspections were completed while the certified employees were out of state,” he said.

Sepulveda Rivera was charged with two misdemeanor counts of computer-related offenses, while Rosado Rivera was charged with four misdemeanor counts of counterfeit, unauthorized or forged stickers, or decals or facsimile.

Both are scheduled to be arraigned in Manchester District Court on Dec. 9.
