Concord Woman Arrested 3 Times During 8 Hour Period: Police Log

Plus: Gilmanton man charged with DUI; sex offender arrested for camping in Weare for 10 days; homeless man faces felony theft charges.

Aba Massquoi, born 2006, of Concord was arrested at 8:11 p.m. on Aug. 21 on driving after revocation or suspension and operating without a valid license charges after an incident or investigation on Tremont Street.

Seth L. Skillin, 43, a homeless man now located in Concord, was arrested at 2:15 p.m. on Aug. 20 on theft by unauthorized taking-$1,501-plus and receiving stolen property-$1,501-plus charges, both felonies, as well as conduct after an accident and driving after revocation or suspension after an incident or investigation at Red Arrow Diner at 112 Loudon Road.

Robert C. Glover, born 1995, of Concord received a summons at 2:50 p.m. on Aug. 16 on an operating with an expired license-subsequent charges after an incident or investigation at Charles Doe Drive.

Garrett Rogenski, born 1994, of Concord received a summons at 6:30 p.m. on Aug. 15 on a criminaltrespass charge after an incident or investigation at Popeyes at 304 Loudon Road.

Deshon James Stone-Davis, 28, of Franklin was arrested at 2 a.m. on Aug. 14 on driving after revocation or suspension and speeding-16 to 20 mph over the limit of 55 or less charges after an incident or investigation on Storrs Street.

Joshua E. Eastman, born 1991, of Gilmanton was arrested at 1:06 a.m. on Aug. 12 on driving under the influence and speeding-1 to 10 mph over the limit of 55 or less charges as well as a yellow-solid line violation after an incident or investigation on North Main Street.

Kenneth R. Pelletier, 34, of Pleasant Street in Concord was arrested at 10:09 a.m. on Aug. 8 on a felony sex offender; negligent failure to comply charge. On June 27, a probation parole officer contacted a Concord detective accusing Pelletier of living at an unreported address. Previously, the PPO said Pelletier was camping in Weare, for about 10 days in June, a report said. Pelletier was convicted of aggravated felonious sexual assault in November 2013 in Hillsborough County Superior Court and was required to register four times a year. During the most recent registration, on May 13, the detective wrote, Pelletier reported an address on Pleasant Street. On July 1, the detective went to the Weare campground and spoke with the managers. They confirmed Pelletier was at the campground with a woman and knew of him based on a previous incident last year, an affidavit said. The managers described the vehicles they were using as well as their tent setup, the report stated. The detective looked up information about the woman’s vehicle and confirmed it was hers due to a traffic stop on May 20 in Concord, the affidavit said. A warrant for Pelletier’s arrest was issued on July 8.

Alexander Pierre, born 2000, of Concord was arrested at 12:26 a.m. on Aug. 7 on a bench warrant. Twenty minutes later, Pierre was charged with criminal trespass. Both cases were connected to an incident or investigation on Shawmut Street. Pierre was charged again at 8:48 a.m. on a resisting arrest or detention charge after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St.

Johanna S. Workman, born 1986, of Concord was given a summons for a bench warrant at 9:23 p.m. on July 30 after an incident or investigation on Christian Avenue.

Donald E. Nisbet, 38, of Rochester was arrested at 10 a.m. on July 30 on a theft by unauthorized taking charge, a felony due to two prior convictions, after an incident or investigation at Target on D’Amante Drive.
