Manchester Woman Charged With Stalking, Breach Of Bail: Cop Log
Plus: Concord woman faces assault charges; Epsom man with drug convictions arrested again; sex offender charged with criminal mischief.

CONCORD, NH — Scott Patrick P. O'Brien, born 1966, of Concord received a summons at 8:52 p.m. on July 13, 2020, on a simple assault charge on South Street.
Brittany Silva Utor, born 1989, of Manchester was arrested at 2:07 a.m. on July 10 on stalking and two breach of bail charges after an incident in the State and Warren streets area of the city.
Charles F. Soltani, 25, of Epsom was arrested at 1:25 p.m. on July 7 on felony possession of a controlled drug and three deal/possess prescription drug charges after an incident at Concord Hospital on Pleasant Street. Initially, according to Merrimack County Superior Court documents, Soltani was held on preventive detention but was released later. He's due in court Oct. 19. In September 2018, Soltani was arrested in Epsom on possession of marijuana and violation of probation or parole charges. He pleaded guilty to the possession charge in August 2019. The case was reopened in May.

Alaura Elizabeth Boylan, born 1989, of Concord received a summons at 11 p.m. on July 4 on a bench warrant on Manchester Street.
Emily S. Hallock, born 1990, of Concord was arrested at 9:34 p.m. on July 2 on domestic violence-simple assault, resisting arrest or detention, and two simple assault charges after an incident in the South End.

Charles C. Shadle, 32, of Concord was arrested at 7:53 p.m. on July 1 on a criminal mischief charge after an incident on North Main Street as well as two sex offender registration; knowing failure to comply charges. He was arraigned the next day and is due back in Merrimack County Superior Court on Oct. 22. According to court records, Shadle was charged with three counts of aggravated felonious sexual assault, criminal threatening, and felonious sexual assault in September 2007 after incidents in Salem. He pleaded guilty to the single felony sexual assault charge in October 2008. In December 2013, he was accused of armed robbery in Manchester and pleaded guilty to the charge in March 2014. In May 2018, he requested a motion to suspend the sentencing but that was denied by the Hillsborough County Superior Court North due to Shadle not meeting the conditions of his sentencing. In June 2019, he was awarded earned time credit on his sentence and released.
Kerry Whittier, 57, of Concord was arrested at 9:40 p.m. on June 29 on a warrant after an incident on Loudon Road near Gully Hill. A motion to revoke his bail and a warrant issued were made on June 25. He was out on bail on felony drug possession and loitering charges out of Concord from October 2019, and a burglary charge in February in Dunbarton. Whittier is due in Merrimack County Superior Court on Sept. 30. His criminal arrest history dates back to the late-1990s. Whittier's convictions include a felony theft charge out of Concord from January 2003; a felony receiving stolen property charge in October 2003 in Concord; a Concord felony theft charge in December 2003; a felony theft charge in November 2004 in Concord; felony theft charges in Concord in May and June 2007; felony receiving stolen property and violation of probation in Concord in March 2008; a Concord felony theft charge in June 2009; and deal/possess prescription drugs out of Concord in June 2018, as well as many other misdemeanor charges.
