NH State Police Use Aircraft, Enforcement To Stop Hundreds: Roundup

Seacoast saturation patrol; motorcyclist clocked at 133 mph; DUI arrests; teen accused of driving into, killing elderly pedestrian.

CONCORD, NH — Between Sunapee and Windham, New Hampshire State Police used aircraft and on-the-ground troopers to stop hundreds during Labor Day traffic enforcement efforts.

Between Aug. 28 and Friday, troopers were in Merrimack to step up patrols on the Everett Turnpike during peak commuting times. During multiple four-hour initiatives, 123 motor vehicles were stopped for infractions, Amber Lagace, the public information officer for the department, said. Troopers wrote 90 summonses and arrested three people.

“Troopers focused on aggressive driving and excessive speed with multiple traffic stops ranging in the 90-100+ MPH range,” she said.

On Friday, Troop A troopers participated in a “saturation patrol,” focused on the Seacoast and Interstate 95 — with the help of police in Barrington, Greenland, North Hampton, and Portsmouth. State police said 215 traffic stops resulted in 48 citations, 185 warnings, and three drunken driving and drug arrests.

“During this enforcement period, no crashes resulting in injury or fatality were reported along the I-95 corridor,” Lagace said.

Then, on Monday, while focusing on Interstate 93 in Windham and I-89 in Sunapee, troopers reported 110 violations — including one drunken driving incident, 41 drivers traveling more than 90 mph, and four at more than 100 mph. Other violations included following too closely, “hands-free,” and “move over” violations.

Peter Dempsey, 44, of Blacksburg, Virginia, was arrested on a driving while intoxicated charge after being accused of driving on I-89 at 95 mph at around 3:30 p.m. in Sunapee, Lagace said. He is due in Newport District Court on Oct. 10.

At around 4:15 p.m., again on I-89, a rider on a motorcycle was accused of driving 133 mph. The rider, Joshua Sifferman, 29, of Webster, was stopped and arrested on a reckless driving charge. He, too, is due in Newport District Court on Oct. 10.

“These operations were conducted in response to the increasing number of traffic violations and crashes on New Hampshire highways,” Lagace said. “The use of state police aircraft allowed troopers to effectively monitor and enforce traffic laws from above, resulting in a significant reduction in reckless driving and other dangerous behaviors.”

An 89-year-old man from Bridgewater was struck and killed on Monday after a crash on the Mayhew Turnpike.

Around 9:45 a.m., police and state troopers were sent to the northbound side of the highway after Donald Estes was killed after being struck on the side of the road. He was pronounced dead at the scene.

The driver, 16, was traveling north in a 2003 Subaru Legacy, entered the breakdown lane, and struck Estes, Lagace said. The state’s collision analysis and reconstruction unit was requested to oversee the investigation. Bridgewater firefighters and Bristol EMS assisted.

Hernesto Daniel Sustaita De La Rosa, 30, of Austin, Texas, was arrested at 6:52 p.m. on Aug. 4 on an operating without a valid license charge in Dover.

David A. Williams, 59, of Pawtucket, Rhode Island, was arrested at 12:05 p.m. on Aug. 4 on a warrant in Portsmouth.

Corey A. Dubois, 443, of Rochester was arrested at 2:06 a.m. on Aug. 4 on driving without giving proof and driving after revocation or suspension-subsequent charges in Dover.

Sandy Silva Ortins Hounsome, 42, of Georgetown, Massachusetts, was arrested at 10:01 p.m. on Aug. 3 on DUI and aggravated DUI-0.16-plus charges in Greenland.

Travis Jordan Moseley, 23, of Portsmouth was arrested at 2:41 p.m. on Aug. 1 on reckless conduct-deadly weapon, disobeying an officer, and contempt charges after an incident in Portsmouth. He was arrested again at 7:30 a.m. on Aug. 2 on criminal mischief, conduct after an accident, two contempt, three disobeying an officer, and four reckless-deadly weapon conduct charges. He was arrested after an incident in Brentwood.

Dana A. Whalen, 50, of Somersworth was arrested at 11:39 p.m. on July 31 on driving under the influence, DUI-adult more than 0.08; minor more than 0.02, DUI-second offense, and DUI-second-offense-adult more than 0.08; minor more than 0.02 charge as well as a yellow-solid line violation after an incident in Newmarket.

Nicole L. Weeks, 39, of Barnstead, was arrested at 11:02 p.m. on July 31 on uninspected vehicle and unofficial inspection-registration decal violations in Rochester.

Roger J. Roy, 46, of Lowell, MA, was arrested on a warrant at 8:32 a.m. on July 31 in Candia.

John Henry Arroyo, 24, of Nashua was arrested on a warrant in Bedford at 7:36 p.m. on Aug. 6.

William R. Gilbert, 32, of Greenville was arrested at 5:43 p.m. on Aug. 6 on stalking-domestic violence, domestic violence-simple assault, and breach of bail charges after an incident in Greenville.

Douglas Allen Legere, 28, of Epping was arrested on a reckless operation charge at 7:21 p.m. on Aug. 5 in Manchester.

William Rhiney Newman, 24, of Nashua was arrested at 2:17 p.m. on Aug. 3 on felony operate after being certified as a habitual offender, driving after revocation or suspension-subsequent, receiving stolen property-less than $1,000, and operating without a valid license charges as well as a misuse of plates violation. He was arrested in Merrimack.

John Franklin Boyle, 59, of Hampstead was arrested at 10:08 a.m. on Aug. 3 on driving after revocation or suspension and suspension of vehicle registration charges in Manchester.

A 17-year-old from Newport was arrested in Bow at 10:23 p.m. on Aug. 2 on reckless operation, operating without a valid license, and transport alcohol by a minor charges as well as an unlawful possession-intoxication violation.

Kelvin Gomez Garcia, 18, of Manchester was arrested at 4:11 p.m. on Aug. 2 on an operating without a valid license charge in Northfield.

Randolph P. Griffin Jr., 24, of Andover was arrested at 1:20 a.m. on Aug. 2 on a domestic violence-simple assault charge in Andover.

Brendon Amirault, 28, of Raymond was arrested at 10:38 p.m. on Aug. 1 on a conduct after an accident charge in Concord.

Ryan Robinson, 22, of Melbourne, Florida, was arrested on a reckless operation charge at 9:53 p.m. on Aug. 1 in Bow.

Robert W. O’Mara, 55, of Grafton was arrested at 4:09 p.m. on Aug. 1 on a driving under the influence charge as well as open container and lane control violations.

Neimisson Jose-Alves Jr., 22, of Hingham, MA, was arrested at 6:41 p.m. on July 31 on speeding-26-plus mph over the limit of 55 or less and an operating without a valid license charges in Concord.
