State Police Continue To Issue Commercial Violations: Roundup

Plus: Fuel spill cleanup on Route 101 could take months; a Dominican national, deported in 2005, faces drug, ID fraud, and forgery charges.

CONCORD, NH — New Hampshire State Police are continuing to attempt to reduce the amount of commercial motor vehicle crashes by increasing enforcement of violations. Last week, troopers continued this effort by pulling over and inspecting nearly 150 commercial vehicles in Brentwood, Merrimack, Sanbornton, Rumney, and Whitfield. At one stop, according to Lt. Andrew Player of Troop G, state police pulled over a Freightliner towing a trailer due to snow on the hood of the vehicle that was blocking the driver's view.

"Additionally, (the trooper) learned that the driver had failed to record his duty hours," Player said.

In another incident, a truck was pulled over and found to be hauling 113,700 lbs. of materials when the maximum allowable weight is 80,000 to 99,000 lbs. Another truck was stopped for missing placards notifying it was carrying hazardous materials as well as having no shipping papers, emergency response information, or proper licensing.

During the course of Dec. 18, 14 vehicles were placed out of service, 12 drivers were placed out of service for various violations, including drug possession, and 18 citations were issued.

"The New Hampshire State Police are committed to ensuring safe travel throughout the state and will continue our efforts to reduce collisions during the holiday season," Player said.

Route 101 Cleanup Could Take Months

Cleanup of fuel spilled on Route 101 Monday in Epping could take months to cleanup, according to officials. State police were sent to a crash at around 7:30 p.m. after a Volvo S60 veered right into the travel lane and struck a Mack truck.

The truck, which was carrying, thousands of gallons of fuel, crashed, and spilled about 5,000 gallons of fuel.

The cleanup is expected to take months.

Both drivers were also taken to the hospital with non-life-threatening injuries.

Dominican, Deported Once, Faces Fraud Charges

A multi-month investigation by state police has revealed that a man previously thought to be from Nashua was actually a noncitizen who was deported 14 years ago and now faces more charges.

Back in May, Tewksbury, Massachusetts, police informed state police that a suspect in an investigation they were involved with was using the New Hampshire identity of Abner Rosado, 35, of Nashua. The man obtained a NH ID by using the fraudulent Puerto Rican driver's license issued to Rosado.

Police in Puerto Rico, as well as U.S. Homeland Security Investigations, Tewksbury police, and the Drug Enforcement Administration, discovered Rosado was actually Milton Lara Lara, 44, of the Dominican Republic.

"After being deported in 2005 for an illegal entry into the United States, Lara Lara entered again under the Rosado identity and has been present for the last 10 years," Player said. "Government documents located at the residence of Lara Lara confirmed his true identity."

In August, Lara Lara was arrested by DEA and Tewksbury police on federal narcotics charges. His new charges include identity fraud and forgery, both felonies, in Hillsborough County Superior Court.

Frangesco Castagliuolo, 44, of Hollis, was arrested on a DUI charge on Dec. 4 after a stop on the Everett Turnpike South near the Exit 6 offramp in Nashua.

Scott Rutkowski, 33, of Manchester, was arrested on Dec. 4 on a driving after revocation or suspension charge on the Everett Turnpike in Merrimack.

Daniel Cloutier, 51, of Manchester, was arrested on Dec. 4 on driving after revocation or suspension and uninspected vehicle charges on I-93 North in Londonderry.

Joseph Mahoney, 32, of Portland, Maine, was arrested on three bench warrants on Dec. 4 on Route 101 East near Exit 1 in Manchester.

A 17-year-old from Manchester was arrested on Dec. 4 on an operating without a valid license charge on the Everett Turnpike South in Bedford near the tolls.

Aliycia Bathalon, 31, of Manchester, was arrested on Dec. 3 on driving after revocation or suspension and suspension of vehicle registration charges on the Everett Turnpike South near Exit 3 in Nashua.

Ashley Lyman, 26, of Warner, was arrested on Nov. 30 on DUI, speeding-21+ mph over 65 limit, and possession of marijuana charges on I-89 South in Grantham.

Erin Bauers, 37, of Manchester, was arrested on a driving after revocation or suspension charge as well as a bench warrant on Nov. 30 on Route 3A at Garvin Falls Road in Bow.
