Unwanted Guest At Restaurant Call Leads To DUI Charge: Cop Log

CONCORD, NH — Jonathan Hayword, born 1994, of Manchester received a summons at 2:39 a.m. on Nov. 15, 2021, on two simple assault charges after an incident at the Grappone Conference Center on 70 Constitution Avenue.

William R. Slocum, 35, of Pittsfield was arrested at 1:21 a.m. on Nov. 13 on a warrant. He was arrested after an incident on Sheep Davis Road. Slocum failed to appear in Merrimack County Superior Court for an arraignment on a felony drug possession charge out of Hooksett from October.

James S. Belanger, 23, of Dover was arrested at 4:13 a.m. on Nov. 12 on a warrant after an incident at Cumberland Farms on North Main Street. He has an active felony drug case out of Rochester from August in superior court.

Scott Douglas Garrett III, born 2002, of Concord was cited at 9:36 a.m. on Nov. 10 on a driving after renovation or suspension charge after an incident on Bouton Street.

Joseph N. Donisi, 43, of Concord receive a summons at 4:23 p.m. on Nov. 7 on a loitering or prowling charge after an incident at McDonald’s Restaurant on Loudon Road. He has active burglary charges out of Concord from June making their way through superior court.

Brandon T. Briggs, 35, of Concord was arrested at 1:07 p.m. on Nov. 7 on a criminal mischief charge after an incident on North State Street.

Byiringiro Habimana, born 2003, of Concord received a summons at 11:01 a.m. on Nov. 5 on a criminal mischief charge after an incident at Concord High School on Warren Street. He was accused of recklessly damaging a school-issued Chrome e-book laptop.

Eric Joseph Waterman, 45, of Concord was arrested at 9:50 a.m. on Nov. 4 on a bench warrant. He was arrested after an incident at the former New Hampshire Department of Transportation building on Stickney Avenue.

Jonathan Byron Read, born 1982, of Hopkinton was arrested at 1:10 p.m. on Nov. 2 on a criminal mischief charge after an incident at S&W Sports Shop on South Main Street.

Charles S. Frazine, 33, of Mountain Road in Canton, Connecticut, was arrested at 12:01 a.m. on Nov. 1 on criminal threatening, obstruct government administration, and resisting arrest or detention charges. Also arrested was Heather M. Berube, 36, of Sabattus Street in Lewiston, Maine, on simple assault and resisting arrest or detention charges. They were arrested on South Main Street. Everett R. Lages, 57, of Salyers Street in Port Charlotte, Florida, was arrested at 12:26 a.m. on Oct. 31 on driving under the influence and resisting arrest or detention charges. Just after midnight, officers were sent to the Red Blazer on Manchester Street for an unwanted guest call. A customer, later identified as Lages, “was unhappy with his food and was becoming loud and was refusing to leave,” an affidavit stated. When officers arrived, the owner said the customer had left and gave a description of the vehicle, a Volvo with Florida plates. Officers looked in the parking lot and found the Volvo, which was in the process of leaving, the report stated. The driver stopped the car and got out and spoke with the officers, the report stated. The reporting officer accused him of “swaying back and forth while standing up” and having “very slow and slurred” speech and glossy eyes. When asked how much he had to drink, Lages said a gin and tonic in the restaurant and two 25-ounce Bud Lights which he later claimed he drank 24 hours before, the report said. He was asked to perform a field sobriety test and agreed, the affidavit said. But halfway through explaining the walk and turn portion of the test, Lages said, “I’m not going to be able to do that because I’ve been drinking,” according to the officer. When asked if he felt impaired, the officer accused him of saying, “Yes, I do.” During a request to do a one-leg stand, Lages stopped the officer in the middle of the demonstration, and was accused of stating, “Listen, I’m not going to do that test … I’m going to make a fool of myself.” Lages declined to do the test and he was arrested, the report said. After being taken to police headquarters, the reporting officer accused Lages of resisting while being walked through the garage: “I’m a f------ war veteran, who do you think you are?,” the report claimed he said while accusing him of kicking off his sandals and refusing to go into police headquarters. The officer placed him back in the cruiser, to take him to the county jail, and accused Lages of crying, resisting, and wiggling to move out of the cruiser.

Bailey Swinton, born 1996, of Laconia was arrested at 3:15 p.m. on Oct. 29 on a receiving stolen property-less than $1,000 charge after an incident on Sandquist Street.
