Rocco Vincent Sfara, 46, of Rumford Street in Concord was arrested at 3:15 p.m. on Aug. 27 on a felony receiving stolen property charge, due to two prior convictions, and three credit card fraud charges-less than $1,000. On Sept. 25, 2020, an officer investigated a fraud case connected to a car break-in in Manchester at the Mall of New Hampshire where a purse was stolen. According to the victim, a report was filed in Manchester but a debit card involved in the theft was used in Concord. During a number of transactions, $749.50 was withdrawn from ATMs in Concord. The victim said the suspect appeared to have gotten lucky by guessing her birthdate as the password for her card. The officer viewed surveillance footage from the machines and found the suspect attempting to cover the cameras with his hand or wore a mask. A detective, according to an affidavit, recognized the suspect to be Sfara. During a separate incident, another officer seized Sfara’s car on Dec. 7, 2020, to be searched. The victim in the September case pinged a tablet that was missing from her car, too, and it activated a few doors down from Sfara’s home, according to an affidavit. During a conversation about getting his car back, Sfara was questioned about the car break-in in Manchester and said he did not remember being there at the time and denied breaking into a vehicle, according to an affidavit. When asked about the ATMs and video of him withdrawing money from a stolen debit card, he was accused of being silent but later said, “I don’t know how you have me on video.” When asked about the stolen tablet, Sfara said he found it, according to a report. He was also asked if any other stolen items would be found in the car and from that point on, Sfara refused to talk to the officer, the affidavit said. A warrant was issued for his arrest on June 18.
