Jason A. Rowan, 43, of Concord was arrested at 4:54 p.m. on Jan. 11 on simple assault, domestic violence-simple assault, resisting arrest or detention, and breach of bail charges. Officers were sent to Willard Street for a report of a disturbance. When they arrived, they spoke with a woman who claimed Rowan was being "threatening, in some way." The woman accused Rowan of not knocking before accessing a room she was in and then "pushing her up against a laundry room door." She accused him of being abusive before, an affidavit stated. Officers spoke with two other witnesses who confirmed the incident with one adding that the victim had punched back at Rowan, the report said. Rowan was told he was under arrest but "would not comply" or "stand up from the couch," the affidavit said. Eventually, Rowan got up, but the reporting officer accused him of locking his arms and pulling away. He was then taken to the ground. Police accused him of continuing to struggle but eventually, he was handcuffed, and a resisting charge added. Since Rowan was out on bail due to a December 2020 arrest, a breach charge was added, too. After the charge was filed, a woman filed a restraining order against him in Merrimack County Superior Court. Rowan has active animal cruelty, falsifying physical evidence, and false report to law enforcement charges.
Celia A. Cordova, born 1991, was charged with a summons on a suspension of vehicle registration charge at 11:50 a.m. on Jan. 2 after a stop on North State Street.
