Concord Man Indicted On Multiple Child Rape Charges: Court

Manchester man indicted on strangling charge; Henniker man indicted on arson, theft charges; welfare fraud indictment; drug indictments.

CONCORD, NH — The following people were indicted recently in Merrimack County Superior Court.

William M. Paul IV, 33, of Grandview Road in Bow on a felony controlled drug act; acts prohibited-fentanyl and cocaine mix charge on March 7 in Hooksett.

Megan Cayer, 22, of Bartlett Street in Manchester on a felony controlled drug act; acts prohibited-fentanyl charge on July 16, 2020, in Hooksett.

Jacob Cahill, 23, of Titus Avenue in Manchester on a felony second-degree assault-domestic violence charge. He was accused of strangling an intimate partner on May 20 in Hooksett.

Rhianna Light, 35, of Mammoth Road in Hooksett on a felony controlled drug act; acts prohibited-crack cocaine charge after an incident in Hooksett on March 5.

Brad L. Shattuck, 52, of Mason Road in Brookline on a felony controlled drug act; acts prohibited-crack cocaine charge on Jan. 16 in Hooksett.

Nelson Hernandez, 23, of Jefferson Street in Manchester on a felony controlled drug act; acts prohibited-alprazolam charge on May 9 in Hooksett.

Christopher R. Chase, 40, of Peter Court in Belmont on a felony welfare fraud charge. He was accused of making false statements, failing to report another person as a household member, in order to receive food stamps between July 1, 2013, and April 30, 2018.

Jacob Russell, 20, of Terrie Avenue in Pembroke on a felony controlled drug act; acts prohibited-methamphetamine charge on April 25 in Pembroke.

Michael W. White, 55, of Whitcher Road in Newport on two felony controlled drug act; acts prohibited-meth, fentanyl charges on April 10 in Warner.

Gregory M. Perkins, 30, of Concord Gardens in Concord on eight aggravated felonious sexual assault charges. Roger Warren Tallini, 43, of Shawmut Street in Concord on a felony driving under the influence charge on Interstate 93 in Bow on March 27. Three times before, he has been convicted on drunken driving charges in Hooksett District Court in May 2012, Franklin District Court in December 2008, and Concord District Court in February 2008.

Frank J. Penney, 44, with a lask known address of Henniker Street in Henniker on arson and theft by unauthorized taking charges, both felonies. He was accused of setting a garage on fire and stealing a motorcycle on April 17, 2019.
