CONCORD, NH — Jay M. Pease, born 1987, of Laconia was arrested at 6:21 p.m. on Oct. 13 on habitual offender, simple assault, and domestic violence-simple assault charges. He was arrested after an incident at 24 Hall St.
Liam Kelly Burns, 22, a homeless man now located in Concord, was arrested at 4 p.m. on Oct. 13 on a bench warrant as well as simple assault on a police officer and resisting arrest or detention charges. Police were sent to the Blueprint Recovery Center on Chenell Drive for an unwanted guest complaint. Staffers asked police to remove Burns, according to an affidavit. A check found he had active bench warrants for nonappearance in Concord District Court from Sept. 21 on a simple assault charge with $100 cash bail. An employee told the officer Burns was dropped off there but was not supposed to be on the property. After seeing the officer, Burns threw his hands into the air and began to walk away, an affidavit stated. The officer ordered him to stop but accused him of continuing to walk away. The officer grabbed Burns and escorted him to the police cruiser, the report stated. But then, he was accused of resisting. “Liam began to flail his arms and legs around,” the officer wrote, “and started to scream.” The officer accused him of trying to strike him in the head with his left elbow. Later, while attempting to handcuff him, Burns kicked the officer in the butt, the affidavit claimed. The officer accused him of failing to participate in the booking process so he was taken straight to the county jail.
