Concord Police Log: Man Arrested Twice in One Day

Cops: Felon stole BB gun, rollover on W. Portsmouth Street leads to DWI charges, and drenching boyfriend in coffee leads to assault charge.

CONCORD, NH — Roman R. Cornelius, 26, pictured, of Electric Avenue in Concord, was arrested at 10:31 a.m. on July 24, 2015, and charged with possession of controlled drugs and theft of lost or mislaid property. At 9:43 p.m. on the same day, he was arrested again and charged with default or breach of bail conditions. According to an arrest report and court affidavit, officers on bike patrol on South Main Street reportedly saw Cornelius, who was under supervised care, riding on a bike and checked to see if he was supposed to be riding around downtown. An officer attempted to stop him but he reportedly refused to stop and kept traveling at a slow speed. The officer used his bike to cut him off and grabbed onto his arm to keep him from fleeing. They checked with NCIC and found out that Cornelius was an active missing person. He was detained and asked about the bicycle. “I stole it from somewhere in Concord,” Cornelius allegedly stated. Officers patted him down and allegedly found a marijuana bowl smoking device with marijuana in it. Cornelius reportedly insisted that it was tobacco but offers knew otherwise and he was arrested. He was processed and released, and NCIC was notified that he was no longer missing. About 12 hours later, officers were called to South Main Street near The Draft for a report of a dispute in progress between Cornelius and his caretaker. The officers arrived and didn’t see anything initially and checked the immediate area. They returned to the area and saw Cornelius walking up the driveway of the Waters Funeral Home and stopped him. “In speaking with Roman I could smell and odor of an alcoholic beverage coming from him,” the officer alleged. “I asked Roman if he had been drinking. Roman stated he had not drank today.” Another officer also alleged that he smelled like alcohol but Roman reportedly stated he had not been drinking. Later though, according to the report, he admitted to drinking a couple of Angry Orchards. His bail conditions from earlier in the day, however, required that he not drink, so he was arrested and held on $1,000 cash bail.

Keith Butzien, 29, of Curtice Avenue in Concord, was arrested at 7:12 a.m. on Aug. 10, on a bench warrant out of Rockingham County for resisting arrest or detention from June 8, 2015. He was arrested after a traffic stop on Manchester Street.

Brandon M. Heacox, 20, a homeless man now located in Concord, was arrested at 4 p.m. on Aug. 9, on a felony theft by unauthorized taking or transfer. Officers were sent to Dick’s Sporting Goods on Loudon Road for a report of a stolen BB gun and the suspect was detained by two off-duty police officers. The officers spoke to the suspect, Heacox, and then examined video footage. He was later arrested. Since he had two prior convictions – theft in Laconia District Court in July 2013 and felony receiving stolen property in June 2013 out of Belknap County Superior Court – the charge was elevated to a felony and Heacox was put on a 72-hour hold.

Justine M. Belyea, 35, of Warren Street in Concord, was arrested at 7:30 a.m. on Aug. 8, on simple assault and domestic violence-simple assault charges. Officers were called to a domestic dispute on Warren Street. In the street near the Concord Family YMCA, they spoke with Belyea who alleged that she and a man were arguing about money when he grabbed her by the throat with his left hand and began squeezing. She then reportedly threw a cup of coffee at him to keep him away. She later ran into the Y and called 911. The officer didn’t see any injury or redness on her skin and she refused medical treatment. A witness reported that the two had been arguing and the man began to choke Belyea but later changed his statement saying he didn’t choke her but put his hands up near her face. Belyea then allegedly threw coffee at him and then they went into the Y. The man, who was drenched in coffee, denied touching Belyea. When asked if he was left or right handed, he said right handed. After some back and forth about the incident, Belyea was arrested and is due in court on Sept. 21.

Adam S. Mattil, 28, of North State Street in Concord, was arrested at 6:41 p.m. on Aug. 5, on simple assault and domestic violence-simple assault charges. Officers were called to a domestic dispute in an apartment on North State Street. The man alleged that his girlfriend wouldn’t leave the apartment. Mattil spoke to officers and alleged that the arguing started yesterday about their daughter and a plan he had to go to the beach for a couple of days. The woman reportedly feared that he was trying to take away the child for good. The two argued in the apartment and in the hallway. Officers then spoke to the woman and her side of the story was similar except she alleged that Mattil grabbed her by the ponytail and pulled her out of the apartment. The officer didn’t see any redness or injury and the woman reportedly admitted to fixing her hair before officers arrived. Mattil was later arrested and he’s due in court on Sept. 14.

Christopher R. Paquette, 24, of Abbott Road in Concord, was arrested at 10:13 p.m. on Aug. 3, on a bench warrant and possession of controlled drugs. Officers were sent to Perley and Grove streets for a report of a man yelling at an apartment building. The officers met with Paquette and another man who stated that hadn’t heard anything. Paquette had an active warrant from July 21, 2015, for nonappearance in court, $500 cash to settle, and was arrested. Officers searched his pockets and allegedly found a “one hitter” that smelled like marijuana, a measuring tool, small spoon, and other items. He’s due in court on Sept. 14.

Deshon J. Stone-Davis, 20, a homeless man now located in Concord, was arrested at 7:09 p.m. on Aug. 1, on a bench warrant from July 20, 2015, for nonpayment of fine on a driving after revocation or suspension charge, $385 cash to settle. Officers on bike patrol on Fisherville Road saw Stone-Davis and knew him from previous contacts. They ran a check on him which yielded a warrant and he was arrested.

Michael D. Morin, 52, a homeless man now located in Concord, was arrested at 2:45 p.m. on July 30, for criminal trespass and default or breach of bail conditions for allegedly being on the railroad tracks behind The Concord Center on Ferry Street after repeatedly being told to not be on Pan Am Railways property.
