Jesse Elias Pickard Jr., 34, with a last known address of North Main Street in Concord, was arrested at 10 a.m. on June 23 on failure to comply/knowingly sex offender registration-subsequent and possession of a controlled drug, both felonies, and three bench warrants. On May 19, an officer pulled over an uninspected vehicle on North Main Street near the Holiday Inn. The driver, Kenny Nadeau, was questioned, with the officer writing that he seemed “frazzled,” a report stated. Later, he was accused of admitting to using methamphetamine about four hours before. Nadeau blamed a passenger in the car, Pickard, for being “a bad influence on him,” the report said. He was given a field sobriety test and did not appear intoxicated, the report said. The officer then spoke to Pickard, who denied having drugs, the report said. The vehicle was impounded while a search warrant was requested. The reporting officer said Pickard left the scene but Nadeau stayed and later, admitted there were about 6 grams of methamphetamine in the center console of the vehicle, according to an affidavit. The vehicle was towed, and a search warrant was authorized. During a search, a backpack, secured with a lock, was found, and a second search warrant was requested for the pack. Later, inside, police found a digital scale, syringes, plastic baggies, pills, lighters, and nearly 11 grams of meth in various containers, an affidavit stated. There were also documents inside — including Pickard’s notice of driver’s license suspension from the NH DMV, the officer wrote. A warrant was then issued for his arrest. While this was all going down, a detective, “out of curiosity,” looked at the call for service since Pickard’s name “sounded familiar.” Later, the detective realized he was a sex offender — due to felonious sexual assault convictions from 2010 and 2011 and began looking at his registration paperwork. The officer accused Pickard of failing to inform Concord police in December 2021 of his change of address, and a warrant was issued against him.
