Concord Teen Faces Stolen Property, Bail Charges: Cop Log

Barnstead man with priors picked up on drug, theft charges; man accused of screaming arrested on stalking charge; habitual offender arrests.

CONCORD, NH — James M. Barrett, born 1995, of Barnstead was arrested at 3:26 p.m. on Sept. 14 on a deal-possess prescription drugs charge and a bench warrant stemming from an incident on Branch Turnpike. He was also charged with a single felony count of theft by unauthorized taking-$1,501+ after an incident on South Spring Street.

Miles A. Anderson, 32, a homeless man now located in Concord, was arrested at 12:55 a.m. on Sept. 13 on a stalking charge. Police were sent to North Main Street for a report of a man screaming at a couple. A woman said a man had an active restraining order against Anderson, an affidavit stated. The woman said she got out of the shower and heard a man screaming the f-word repeatedly and it sounded as if it was in her backyard. She looked outside and did not see anyone because it was dark. However, she believed it was Anderson who was screaming, knowing his voice, due to previous contacts. Police located Anderson on the railroad tracks behind the city’s historic district. An officer checked the restraining order and found it was active, issued three days before. Anderson, according to an affidavit, claimed to hear a woman screaming. Thinking the woman might be assaulted, he went to find out what was going on, the report stated. While walking, he realized he was on the North Main Street property with the restraining order and turned around, the affidavit stated. “Miles said he never left the woods when he attempted to locate the screaming woman,” the report said, with the officer adding, “it should be noted that no one else was located in the woods.” The officer checked where Anderson was accused of admitting he was and found it to be within the 300-foot radius of the order. He was arrested and held without bail. According to superior court records, Anderson has an active felony drug case.

John Henry Cowdrey, 54, of Concord was arrested at 9:10 p.m. on Sept. 10 on felony habitual offender, driving after revocation or suspension-subsequent, reckless operation, and disobeying an officer charges as well as stop signs; yield signs, failure to use required turn signal, and traffic control device violations. He was arrested after an incident on Constitution Avenue.

Taylor L. Carr, born 1996, of Concord was arrested at 6:17 a.m. on Sept. 10 on a bench warrant after an incident on Garvins Falls Road.

Jordian L. Koehler, born 1996, of Franklin received a summons at 7:35 p.m. on Sept. 9 on criminal threatening and simple assault charges after an incident on Garvins Falls Road.

Jackie Marcell Roberts, 20, a homeless man now located in Concord, was arrested at 6:02 p.m. on Sept. 8 on a felony possession of a controlled drug charge and a warrant after an incident at 110 Manchester St. The warrant was for failing to appear in court for a theft arraignment on Sept. 2. Roberts is due back in superior court on Oct. 14 for a review hearing in both cases. During the past two years, Roberts has been arrested more than a dozen times.

Joshua Ryan Wilson, 19, of Robin Road in Concord, was cited at 10;35 p.m. on Sept. 4 on a bench warrant. He was arrested again at 9:36 p.m. on Sept. 6 on receiving stolen property-less than $1,000 and breach of bail charges. In the latter arrest, around 9 a.m. on Aug. 6, an officer was sent to Loudon Road to investigate a possible bike theft suspect after a complainant claimed he had her bicycle. The man was at the Irving gas station, putting air in the bike’s tires, according to an affidavit. Officers arrived and spoke to Wilson who was accused of saying he found the bike behind Olive Garden on Loudon Road. “He stated the bicycle looked abandoned, so he took it,” the affidavit said. “Wilson stated, as he rode the bicycle, he realized it needed air in the tires so he stopped to fill them.” The calling party said she was watering her plants when she saw a man in a sweatshirt with a teal backpack walking by her window. When she went outside to find out what the man was doing outside of her home, her bicycle was missing. The woman went out to search for the man and her bike, found him at the air pump, and called police, the report stated. Later, the woman was able to show police an online receipt for the purchase of the bike from May. In the affidavit, the officer noted Wilson was arrested on July 29 for nonappearance in court and added a breach of bail charge and he was held without bail.

Robyn E. Cleaves, born 1971, of Boscawen was cited at 1:41 p.m. on Sept. 3 on a bench warrant after an incident on Canal Street.

Jason Sabin, 38, of Belmont was arrested at 8:39 p.m. on Sept. 2 on a felony habitual offender charge after an incident on Loudon Road. He is due back in superior court for arraignment on Sept. 30.

Michelle L. Doucette, born 1983, of Concord was arrested at 1 p.m. on Sept. 2 on a bench warrant after an incident at Harbor Freight on Loudon Road.

Joshua Alexander Knight, 42, of Concord was arrested at 12:25 a.m. on Aug. 31 on two bench warrants after an incident at the El Rodeo Restaurant on Loudon Road. He was accused of failure to appear at a felony drug charge arraignment and a status conference on two other drug charges from August 2020 in superior court on Aug. 13. Knight had a bail hearing on Sept. 2.
