Hill Man Faces Strangulation, Meth Charges: Concord Police Log
Felon on arrested on theft, stolen property charges; Penacook woman charged with assault; Concord man arrested on drunken driving charge.

CONCORD, NH — Mary Ann Hensley, born 1979, of Concord was arrested at 12:49 a.m. on July 16 on two bench warrants. She was arrested at the Best Western on Hall Street.
Matthew T. Levins, born 1990, of Concord was arrested at 1:52 a.m. on July 16 on a driving under the influence charge on South Main Street.
Justin Robert Sowa, 30, homeless in Concord was arrested at 9:15 p.m. on July 15 on theft by deception-less than $1,000 and receiving stolen property-less than $1,000 charges. Officers were sent to Walmart for a report of a shoplifter. A loss prevention employee, according to an affidavit, said the person in question was "prone to fleeing loss prevention" and he wanted some assistance. While the officers were en route, a sergeant said he was off with a person matching the description of the shoplifter near the former Toys R Us site. When the reporting officer arrived, he recognized the suspect, Sowa, due to prior incidents. "I observed numerous items littered across the ground at Sowa's feet," the officer wrote, including batteries, numerous small packets of tools, a small bottle of engine oil, and meat seasoning. Other officers arrived to hold Sowa while the reporting officer went to Walmart to speak to the loss prevention employee. The employee accused the suspect of concealing numerous items including batteries, oil from the vehicle aisle, steaks, a tent tarp, candles, and a tool kit. The items were valued at around $203. Sowa was arrested and held without bail. According to court documents, warrants were issued for Sowa's arrest on July 13 and July 20 for violation of probation. He was convicted in February on felon in possession of a dangerous weapon and drug charges after an incident in April 2019 in Hooksett. Sowa's sentence was suspended so long as he completed drug and alcohol treatment and other conditions. Sowa was convicted on drug possession and conspiracy to commit charges in Concord and Hooksett in August 2017. On those charges, he was granted work release in January 2018. Sowa has been arrested on many other charges during the past three years.

Christine Anne Boyd, born 1967, of Steuben, Maine, was arrested at 9:04 p.m. on July 15 on a resisting arrest charge after an incident at Concord Hospital.
James J. Roy, born 1977, of Weare received a summons at 6:21 p.m. on July 15 on a theft by unauthorized taking-less than $1,000 charge after an incident at Hannaford on Fort Eddy Road.

Amanda Sue Lesage, born 1985, of Penacook was arrested on simple assault and domestic violence-simple assault charges at 10:54 a.m. on July 15, 2020, after an incident at the Concord Coach terminal on Stickney Avenue.
James William Killoran, 47, of Hill, pictured, was arrested at 11:20 p.m. on July 9 on felony second-degree assault-strangulation and simple assault charges after an incident in the Hutchins Street and Bog Road area of the city. Twenty minutes later, he was also charged with a felony possession of fentanyl charge at police headquarters. He is due back in Merrimack County Superior Court on Sept. 3 to face these charges. Killoran has a number of active cases in superior courts including receiving stolen property-$1,501+ and two disobeying an officer charges after an incident in Hill March 20. The court accused him of failing to appear at the arraignment July 23 and a warrant has been issued for his arrest. He was also accused of receiving stolen property-$1,501+, possession of methamphetamine, driving after revocation or suspension, and three controlled drug acts charges from May 20 in Tilton. Killoran also has active out of Belmont from August and November 2019 on numerous drug possession, falsifying physical evidence, and breach of bail charges in Belknap County Superior Court. He's due back in court on those charges Aug. 19.
