Man From Hill Indicted On 11 Sexual Assault Charges: Merrimack County Superior Court
Plus: Concord, Franklin drug distributors indicted on weapon, new drug charges; Hopkinton stalking indicted on a new stalking charge.

CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.
Joseph Clough, 28, of Stacey Drive in Hopkinton, on stalking and controlled drug act; acts prohibited-cocaine charges, both felonies. He was accused of possessing the drug in Concord on Nov. 5, 2025, and stalking a protected party at the McDonald’s Restaurant at 90 S. Main St. in Concord on Dec. 21, 2025. Previously, according to the indictment, Clough was convicted on a stalking charge in August 2025.
Robert Clifford, 40, of West Hancock Street in Manchester on two felony possession of a narcotic drug-subsequent offense charges, crack cocaine and buprenorphine, on June 23, 2025, in Concord. Previously, according to the indictment, he was convicted of acts prohibited in Belknap County Superior Court in May 2010.

Sumner Doten, 46, of Patten Hill Road in Hill, on two sexual assault and nine felony aggravated felonious sexual assault charges. He was accused of raping and fondling a girl between October 2020 and October 2021 in Hill.
Alan R. Peterson, 38, of Franklin, incarcerated at the time of the indictments, on bail jumping and two controlled drug act; acts prohibited charges, fentanyl and methamphetamine, all felonies. He was accused of failing to appear in court on a drug charge on Nov. 3, 2025, in Franklin, after being released on bail. The drug charges stem from an incident on Aug. 11, 2025, in Franklin.

Tammy Hosmer, 38, of Franklin, incarcerated at the time of the indictment, on felon in possession-a loaded .38 caliber Smith & Wesson, possession of a controlled drug with intent to distribute-subsequent-meth, possession of a narcotic drug with intent to distribute-subsequent-fentanyl, three sale of a controlled drug-subsequent-meth, and three sale of a narcotic drug-subsequent-fentanyl charges, all felonies. She was accused of selling drugs in Franklin on Nov. 14, 2025, and distributing drugs in Northfield on Dec. 4, 2025. Hosmer, according to the indictments, was previously convicted on a narcotics distribution charge in Merrimack County Superior Court in October 2018 and was out on bail, released on Aug. 27, 2025, at the time of the incidents.

Robert J. Lamy, 65, of Central Street in Franklin, on a felony controlled drug act; acts prohibited-meth charge on Oct. 27, 2025, in Franklin.
Justin Jacques, 30, of Nutmeg Lane in East Hartford, Connecticut, on a felony reckless conduct charge. He was accused of driving on Central Street in Franklin at more than 50 mph while other vehicles were on the road on Sept. 22, 2025.
Tara A. Devire, 36, of Manchester Street in Concord, on possession of a narcotic drug with intent to distribute-subsequent-cocaine and crack cocaine, possession of a controlled drug with intent to distribute-subsequent-meth, and pistols & revolvers; convicted felons-an extendable baton charges, all felonies, on June 3, 2025, in Franklin. She is a felon due to a drug conviction in Merrimack County Superior Court in March 2019.
Demarcus T. Carter, 34, a transient in Franklin, on a felony controlled drug act; acts prohibited-fentanyl charge on Feb. 20, 2025, in Franklin.
Alex R. Stoltman, 29, of Franklin, incarcerated at the time of the indictment, on two felony second-degree assault-domestic violence charges. He was accused of strangling an intimate partner twice on Dec. 11, 2025, in Franklin.
