Mass. Man, With Priors, Accused Of Dealing Pot: Concord Cop Log
Boscawen resident faces simple assault charge; screaming in a street leads to disorderly, resisting charges; mischief charge at laundromat.

CONCORD, NH — Donald Lee Buffum, 41, of North State Street in Concord was arrested at 8:58 p.m. on Sept. 14, 2021, on disorderly conduct and resisting arrest or detention charges. Police received a report about a man, walking in the middle of the street downtown. A woman said the man was screaming concerning things and, at one point, “charged” her vehicle. Officers searched the area and found a man walking near the YMCA and stopped to question him. The man, however, began walking in the other direction, the report said. The officers ordered the man, later identified as Buffum, to stop and accused him of refusing. When they caught up with him, “Donald became increasingly hostile … yelling angrily,” a report said. A third officer arrived and Buffum was handcuffed but when they tried to get him into the cruiser, “he braced his body against the frame of the prisoner compartment,” an affidavit stated. After a “prolonged struggle,” the reporting officer threatened to Tase Buffum but they were eventually able to get him into the cruiser, the report said. Buffum was accused of continued “screaming incoherently” and taken directly to the county jail. The original caller was able to confirm the man she accused of charging her vehicle on Pleasant Street was Buffum, according to the affidavit.
Malcolm Thomas Burke, born 1967, of Andover was arrested at 3:31 a.m. on Sept. 12 on an operating with an expired license charge and a bench warrant after an incident at 47 Fisherville Road.
Colin P. White, 31, a homeless man now located in Concord, was arrested on a criminal trespass charge at 9:10 p.m. on Sept. 10. Around 5 p.m. on Aug. 19, officers were sent to The Common Man on Water Street for a heavily intoxicated man refusing to leave. The man, later identified as White, had previously been trespassed from the restaurant after being accused of refusing to pay a check in late May. Officers arrived but White was no longer at the restaurant. A bartender accused him of sitting at the bar, with a beer can in his pocket, but they refused to serve him “due to his level of intoxication,” an affidavit said. Another employee recognized him, knew he was previously trespassed, and went to fetch the trespass order. But before she could get back to him, he left on his own, the report stated. A warrant was issued for his arrest on Sept. 1.

Kevin Donald McFetridge Jr., 19, of Concord was arrested at 1:48 a.m. on Sept. 10 on criminal trespass, loitering or prowling, and breach of bail charges after an incident at Dan O’Brien Kia on Manchester Street.
Lorenzo J. Sanchez, born 1995, of Concord was cited at 6 a.m. on Sept. 9 on an operating without a valid license charge after an incident at 47 Fisherville Road.

Jon W. Davidson, 54, of Concord was arrested at 6 p.m. on Sept. 7 on driving after revocation or suspension-subsequent, felony possession of a controlled drug, deal-possess prescription drugs, and breach of bail charges. He was arrested after an incident on Interstate 93 South near the Exit 14 offramp. Davidson was arrested on Sept. 16 and is due back in Merrimack County Superior Court on Dec. 20 for a dispositional conference.
Ryan Christopher Andrews, born 1999, of Concord was arrested at 3:04 p.m. on Sept. 6 on a prohibited sales of alcohol charge after an incident on Grappone Drive.
Jordan M. Stacy, born 1996, of Boscawen was arrested at 12:50 p.m. on Sept. 5 on a simple assault charge after an incident on Park Street.
Michael Allen Arsenault, 34, of Winchendon, Massachusetts, was arrested at 2:40 p.m. on Sept. 4 on four felony possession of a controlled drug charges and two controlled drug-sale, etc.-marijuana charges as well as a bench warrant after an incident on Rumford Street. He is due back in Merrimack County Superior Court for a status conference on Nov. 29. Arsenault has a number of active drug and other charges in superior courts.
Sebastian Patrick Pardo, born 2001, of Weare was arrested at 2:41 p.m. on Sept. 1 on a driving after revocation or suspension charge after an incident on South Street.
Jessica Duplak, born 1993, of Concord was arrested at 4 p.m. on Aug. 30 on a criminal mischief charge after an incident at the Fisherville Laundromat on Fisherville Road.
Ian Venne, born 1984, of Concord was arrested at 6:30 p.m. on Aug. 22 on a resisting arrest or detention charge after an incident at Pinewood Village on Bog Road.
