Pittsfield Man Arrested On Stalking Charge: Concord Police Log

Woman with priors faces more theft charges; man arrested on DUI charge; woman arrested on felony drug trafficking warrant out of Maine.

CONCORD, NH — Shayna J. Kinney, 38, a homeless woman now located in Concord, was arrested at 10:48 p.m. on Aug. 3, 2021, on two receiving stolen property-less than $1,000 charges. Around 6:15 p.m. on June 21, two detectives were on a Project Safe Neighborhoods detail on the Heights when they reported seeing Kinney, who they knew from prior contacts, driving on Loudon Road. A check found she had an active electronic bench warrant out of Concord District Court on a receiving stolen property charge with bail set at $250. The detectives then arrested her on the warrant. During an inventory of her belongings, the reporting detective accused Kinney of being in possession of many credit cards as well as identifications, keys, documents, and other items belonging to different people in the city. Kinney, the detective wrote, stated she found the items “on the tracks” and she was taken to the county jail and held without bail. The detective spoke to one of the victims, a Concord woman, who did not realize she was missing some items but canceled the cards weeks before, after leaving her vehicle unlocked at the Market Basket on Storrs Street. Another victim, a man, said he worked on Hall Street and told the detective he had canceled his credit cards after having been at the McDonald’s Restaurant on South Main Street. Both areas were locations where Kinney was known to frequent, the detective wrote. The detective was unable to reach other victims in the case. A warrant was issued for Kinney’s arrest later.

Justin Oliver, 38, of Woodland Drive in Litchfield was arrested at 2:30 a.m. on Aug. 3 on an interference with custody charge after an incident on Loudon Road.

Hasta Bahadur Monger, born 1980, of Concord was arrested at 10:49 p.m. on Aug. 1 on a driving under the influence charge after an incident at 188 Loudon Road.

Jessica A. Laclair, born 1989, of Concord was arrested at 12:04 a.m. on July 31 on simple assault and domestic violence-simple assault charges. She was arrested after an incident on Concord Street.

Ashley T. Goudreau, 31, of Concord was arrested at 11:17 a.m. on July 30 on a warrant after an incident on Portsmouth Street near the East Concord tank.

James K. Jackson, born 1980, of Concord was arrested at 6:05 p.m. on July 28 on stalking and breach of bail charges after an incident on Fisherville Road.

Tyler James Akins-McWilliam, born 1997, of Concord was arrested on a warrant at 9:20 a.m. on July 27 after an incident at 557 N. State St.

Victor Anctil, 40, of Concord was arrested at 2:33 p.m. on July 25 on a warrant after an incident on Fisherville Road. He was accused of failing to appear at a dispositional conference on controlled drug acts charges.

Jessica Duplak, 28, a homeless woman now located in Concord, was arrested at 12:23 p.m. on July 24 on an arrest prior to requisition charge. Police were sent to the Fisherville Laundromat on Fisherville Road for a welfare check of a woman who was “passed out.” A caller stated he tried to revive her but she appeared to be “barely breathing.” Concord fire and rescue teams arrived but later, the woman declined medical assistance. An officer knew the woman, Duplak, from previous contacts. Dispatch ran a check and found that she had an active felony aggravated trafficking of controlled drugs out of Oxford County Sheriff’s Office in Maine. She was arrested and during a search, was accused of possessing a white powdery substance in a bag as well as two used hypodermic needles.

Richard Hyde, 57, of Quale Ridge Road in Pittsfield was arrested at 11:39 a.m. on July 23 on violation of a protective order and stalking charges. An officer was sent to Airport Road on July 13 to investigate an accusation of a domestic violence order violation. A woman accused Hyde of texting and emailing her in violation of the order, according to an affidavit. The officer eyed the text messages and confirmed they came from Hyde's phone number, the officer wrote. The officer called Hyde and accused him of admitting to sending them “accidentally.” Hyde, in the affidavit, stated he was “done” with the complainant and stated she “baits” him. A warrant was then issued for his arrest.
