New Manufactured Home Production Trend UP But Research Raises Concerns

Manufactured Housing Association for Regulatory Reform (MHARR) Released Jan 2025 data that reflects continued improvements since 2023 but...

According to the Washington, D.C., based Manufactured Housing Association for Regulatory Reform press release dated March 3, 2025 is the following in Part I followed by some other manufactured housing and affordable housing related reporting, plus other topics in Part II.

Part I

POSITIVE PRODUCTION TREND CONTINUES ENTERING 2025

Washington, D.C., March 3, 2025 – The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), HUD Code manufactured housing industry year-over-year production increased in January 2025. Just-released statistics indicate that HUD Code manufacturers produced 8,878 new homes in January 2025, an 18.7% increase over the 7,475 new HUD Code homes produced in January 2024.

A further analysis of the official industry statistics shows that the top ten shipment states from January 2023 — with monthly, cumulative, current reporting year (2025) and prior year (2024) shipments per category as indicated — are:

Part II - Additional Information with more MHVille Analysis and Commentary, plus Other Topics

1) The National Association of Home Builders (NAHB), National Association of Realtors (NAR), Recreational Vehicle Industry Association (RVIA, and the Manufactured Housing Association for Regulatory Reform (MHARR) all provide a monthly update on production information for their respective industry. For whatever reasons, the Manufactured Housing Institute (MHI) does not provide such information to the media and general public. Which begs the question, why not?

2) Per a fact-check via Bing's AI powered Copilot earlier today.

3) There is a well-documented affordable housing crisis. For example, the National Low Income Housing Coalition has said that there is about 7.3 million affordable housing units needed. While some sources claim that number is lower or higher, virtually all agree that the shortage is in the millions of units. Which begs the question, why is it that MHI appears to routinely fail to robustly promote policies and law enforcement that would result in the production of more HUD Code manufactured homes? The auto industry and the nonprofits mentioned above all provide monthly updates to mainstream media to attract routine and positive attention to their industry. So, why not MHI?

4) To illustrate the slide of modern manufactured housing in the 21st century consider this screen capture with the arrows added by MHProNews. MHARR said that in 2024, there were 7,405 new HUD Code manufactured homes shipped into our state. That is somewhat higher than 2023, when 7362 manufactured homes were shipped (total or "cumulative" production for those two years was 14,767).

5) Now, compare that data to information once provided by MHI that is no longer found on the public side of their website. In 2006, per MHI, there were 11,036 new HUD Code manufactured homes shipped into the state. That year, Florida had more manufactured housing shipments than Texas did. That year, per MHI, 117,510 new manufactured homes were produced/shipped. What about 2024? Per MHARR at this link here: "Cumulative production for 2024 thus totals 103,314 homes, a 15.8% increase over the 89,169 HUD Code homes produced during 2023."

6) Restated, manufactured home production was lower nationally and in Florida in 2024 than it was in 2006. That is true even though the population has grown and the need for more manufactured housing has grown too.

7) There is certainly third-party research that has occurred that sheds some light on this topic. The Niskanen Center, for example, said that zoning and financing are two of the barriers for more new manufactured housing production.

8) That is similar to the concerns raised by MHARR. But MHARR pointed out that there is more to the story, because federal law already provided the solution to both more competitive financing and to overcoming zoning barriers.

9) MHARR is engaging early with the new Trump Adminstration to see about getting the Duty to Serve Manufactured Housing (DTS) made federal law under the Housing and Economic Recovery Act of 2008 (HERA) enforced. They are also seeking full enforcement of the Manufactured Housing Improvement Act of 2000 (a.k.a.: MHIA, MHIA 2000, 2000 Reform Law, 2000 Reform Act) and its "enhanced preemption" provision.

10) MHARR made similar efforts during the Biden-Harris (D) years but without success. There is no apparent sign on the MHI website that they are seeking such steps even though MHI was part of the coaltion that helped make those items part of federal law. To be more specific, MHI's website says this: "...MHI worked with Senate Banking Committee members and [now HUD Sec E. Scott] Turner to ensure that manufactured housing was raised as a topic during the [confirmation] hearing. As a result, Turner’s opening remarks and written statement included references to manufactured housing and Senators asked questions about manufactured housing.

“As a country, we’re not building enough housing,” Turner noted in his written testimony. “We need millions more homes of all kinds, single family, apartments, condos, duplexes, manufactured housing, you name it, so individuals and families can have a roof over their heads and a place to call home.”

“If confirmed, I will prioritize the availability and affordability of manufactured housing, including eliminating costly delays and undue regulatory burdens,” Turner said. “I will also commit to meeting with the builders who run factories across the country that produce this important source of affordable housing.”

MHI joined 22 housing organizations to express strong support for Turner to serve as HUD Secretary..." But there is no specific mention about the importance of DTS under HERA 2008. Nor is there specific reference to the need to overcome zoning barriers, even though a letter from then executive vice president Lesli Gooch (now their CEO) asked then HUD Sec. Ben Carson to enforce federal enhanced preemption.

13) One of many reasons the need for more affordable mainstream manufactured homes matters is because conventional home builders have admitted that they can't meet the needs.

"Right now, in almost no market in this country, can a homebuilder build a house that is affordable for a first-time homebuyer," prior National Association of Home Builders CEO Jerry Howard said on Fox Business' "Varney & Co." "We can't do it. The costs that are on us make it impossible."
