Concord Police: Text message leads to unpaid fine arrest and man faces felony charge for stolen DVDs.

CONCORD, NH - Jonathan M. Boissy, 27, of Knights Avenue in Hooksett, was arrested at 3:26 p.m. on Jan. 28, 2016, for unsafe backing and operating without a valid license after a fender-bender on North Main Street. Boissy allegedly did not have a license and was arrested. He’s due in court on March 14.

Brandon E. Record, 25, of Bow Street in Concord, was arrested at 6:53 a.m. on Jan. 26, 2016, on a bench warrant out of Concord District Court for failure to pay a fine, $325 cash to settle. He was arrested after police were sent to the home for a welfare check that he later reportedly stated was a misunderstanding in a text message. He’s due in court on March 14.

Garrett V. Beck, 21, of West Salisbury Road in Salisbury, received a summons at 4:15 p.m. on Jan. 21, 2016, for theft allegedly involving more than $62 of groceries and other items that he allegedly didn’t pay for. He’s due in court on Feb. 29.
Ali Taban, 47, of Concord Gardens in Concord, was arrested at 10:35 a.m. on Jan. 19, 2016, for interference with a child from an incident on Oct. 4, 2015, at Concord Gardens. He’s due in court on Feb. 29, 2016.

Gary E. Lawlor, 48, of Hall Street in Concord, was arrested at 11:53 a.m. on Jan. 16, 2016, for unsafe backing and conduct after an accident at the Speedway on Hall Street on Dec. 17, 2015. He was arrested on Fisherville Road after a traffic stop for an active warrant. He’s due in court on Feb. 22.
Robert J. Harrison, 44, of East Side Drive in Concord, was arrested at 3:45 p.m. on Jan. 14, 2016, for felony theft by unauthorized taking involving a number of DVDs that he allegedly stuffed in his backpack without paying for them at Walmart on Loudon Road. Harrison was convicted in June 1992 in Derry District Court and July 1996 in Nashua District Court. He’s due in court on Feb. 29.
Jesse A. Collins, 21, of Coos Street in Berlin, was arrested at 10:09 a.m. on Jan. 13, 2016, for felony possession of controlled drugs from Nov. 30, 2015, on Curtice Avenue. He’s due in court on Feb. 22.
Jennifer R. Harding, 36, of Downing Street in Concord, was arrested at 10:51 a.m. on Jan. 12, 2016, for driving after revocation or suspension after a traffic stop in the parking lot of the Best Western on Hall Street. She’s due in court on Feb. 22.
Nicholas C. Benjamin, 24, of Portsmouth Street in Concord, was arrested at 5:08 p.m. on Jan. 11, 2016, for felony theft by unauthorized taking or transfer from an incident from No. 15, 2015. He was arrested at the Merrimack County House of Corrections and was arraigned the next day. According to a court affidavit, on Nov. 17, 2015, police were sent to Concord Street for a report of stolen motor vehicle plates from a 2000 Subaru. The owner of the vehicle said it broke down the week before in the parking lot of an apartment building on Portsmouth Street. on Nov. 15, 2015, the plates were still on the vehicle. Forty-eight hours later though, they were gone. The plates were off the vehicle but the screws were put back in to place. On Dec. 2, 2015, the officer took a written statement from Benjamin stating that he allegedly stole the plates off the vehicle. “He stated that he saw an ‘immobile’ car, took the plates from it, and put them on his car,” according to a court affidavit. Benjamin reportedly stated that he was using the plates to keep his car on the road. He was convicted of theft in Concord District Court in August 2015, January 2015, and December 2014, so the charge was elevated to a felony. An affidavit was filed on Dec. 23, 2015, and he was arrested on Jan. 11.
Desiree M. Charter, 29, of A Street in Epsom, was arrested at 10:14 p.m. on Jan. 10, 2016, for driving after revocation or suspension and seven felony counts of theft by deception. An officer was sent to Manchester Street to speak to a man about a possible vehicle theft incident. The man alleged that Charter had borrowed his truck and was five hours late returning it, according to the report. Dispatch noted that Charter had an active warrant and lost her license in September 2006. A few minutes later, Charter reportedly drove up in the truck and was arrested. Later, during processing, the officer spoke to the complainant who reported a gold watch and some banking information missing from the truck. The items were allegedly found in Charter’s purse. She allegedly claimed the watch belonged to her deceased brother, according to the report. The warrant was for numerous theft by deception counts at the Hannaford on Fort Eddy Road during the month of December 2015, according to the reports. Charter is due in court on Feb. 22.
Shelby A. White, 25, of Mountain Road in Concord, was arrested at 12:46 a.m. on Jan. 9, 2016, for aggravated driving while intoxicated, two counts of driving while intoxicated, and driving while intoxicated-second offense. An officer on North State Street saw a Subaru make a wide left turn from School Street crossing the double yellow line. The officer followed and while driving onto Washington Street, it drifted again over the double yellow line and made a wide right turn onto the street. On Washington Street, while driving toward North Main, the Subaru reportedly almost struck a curb. The officer pulled the vehicle over on North Main Street and before it stopped, it allegedly went up and over a small snow bank. The driver – White – allegedly had red eyes and smelled like alcohol. She stated she had been working downtown and was heading home, according to the report. After a field sobriety test, she was arrested.
Stephen P. Cherup, 49, of Thompson Street, was arrested at 5:08 p.m. on Jan. 7, 2016, and charged with simple assault, disorderly conduct, and criminal trespass. According to a court affidavit, on Nov. 27, 2015, an officer met with employees at the Bank of America on Storrs Street for an assault complaint. Cherup, according to a court affidavit, came into the bank to complain about a negative bank balance. Tellers and an assistant manager reportedly told him that he had to speak with a customer service associate but he allegedly didn’t want to wait, “used profane language,” and “demanded that he be dealt with immediately,” according to a court affidavit. When told again that he had to wait, he allegedly started swearing at the associate, ripped up his bank statement, threw it on the floor, and called her a derogatory word describing a part of the female anatomy, according to the clerk. When asked to leave, he reportedly refused, and when she went to call police, Cherup allegedly “slapped her in the butt,” according to the court affidavit. Two bank tellers witnessed the interaction and told the officer that Cherup allegedly slapped her twice but only connected once. Cherup reportedly denied touching the woman but allegedly admitted that he was “a little heated.” After requesting a copy of the surveillance video, Cherup allegedly admitted to “pulling his wallet out and possibly slapping the lady with his wallet on her shoulder,” according to the court affidavit. The officer swore out an affidavit for his arrest on Dec. 13, 2015, and he was arrested and held without bail in January.
