Alleged Webster Strangler-Kidnapper, Concord Convict with Stolen Gun, Others Indicted: Roundup

Queen Man allegedly targeted ex- with revenge porn, harassment and Chester man allegedly failed to disclose self-employment cash to NH DES.

CONCORD, NH — The following people were indicted in Merrimack County Superior Court in March.

Joseph Parsons, 36, of Lane Road in Chester, for theft by deception. Between Nov. 7, 2012, and Nov. 5, 2013, he allegedly failed to disclose his self-employment when asked by the Department of Employment Security which resulted in him illegally receiving more than $1,500 in benefits.

Jacob Abbott, 25, of Crestwood Drive in Concord, for felony possession of a narcotic drug-cocaine allegedly on Jan. 15, 2017, in Concord.

Donald Adams, 25, of Tiffany Road in Salem, for possession of a narcotic drug-Buprenorphine allegedly on Nov. 29, 2013, on Green Street in Concord.

Naomi Adams, 35, of Central Street in Franklin, for felony habitual offender, disobeying an officer, and two counts of resisting arrest. On Nov. 17, 2016, she was allegedly driving on West High Street in Franklin.

Anastasia Anderson, 24, of Catamount Hill Drive in Allenstown, for felony domestic violence for allegedly threatening to cut a male intimate partner with a steak knife on Feb. 1, 2017, in Allenstown.

Shawn Balch, 30, pictured upper right, of Oak Street in Franklin, for robbery, felon in possession-12-gauge shotgun, two counts of possession of a narcotic drug-heroin and fentanyl, cocaine, possession of a controlled drug-methamphetamine, and possession of a narcotic drug-heroin and fentanyl, with intent to distribute, all felonies, and operating after suspension. On Feb. 5, 2017, he was allegedly driving on East Bow Street in Franklin. Balch’s privileges were suspended on Dec. 11, 2016, for default court summons. The robbery incident allegedly took place on May 25, 2016, in Franklin, with Balch using physical force against a woman, grabbing her arm, and reaching into her vehicle to grab money, according to the indictment.

Steven Balch, 51, pictured upper left, of Rumford Drive in Webster, for kidnapping, burglary, domestic violence-second-degree assault, domestic violence-criminal threatening, reckless conduct, two counts of criminal solicitation, witness tampering, and conspiracy to commit witness tampering, all felonies, as well as criminal trespass, two counts of domestic violence-simple assault, violation of a protective order. The charges stem from alleged incidents on Blue Bird Lane and Daniel Webster Highway in Boscawen on Dec. 19, 2016, and Jan. 5, 2017, and Flood Plains in Salisbury on Dec. 19, 2016, against a woman, according to the indictment. Balch allegedly strangled and assaulted the woman, threatened to kill her with a loaded firearm, and while working in concert with others, attempted to get the woman to withhold and/or change testimony, the indictment alleged.

Kenneth Barber, 39, pictured upper center, of Manchester, incarcerated at the Merrimack County House of Corrections at the time of the indictment, for nonconsensual dissemination of private sexual images and two counts of identity fraud, all felonies, and five counts of violation of a protective order. On Aug. 17, 2016, he allegedly called and sent emails, text messages, and a letter to a woman in Chichester in violation of a protective order. On Nov. 2, 2016, he allegedly posted an image online of a woman while she was engaged in a sexual act without her permission. The indictment alleges that on Nov. 2, and Nov. 8, 2016, Barber also allegedly created a fraudulent profile and ads on both Craigslist.org and PornHub.com with the woman’s photo and personal information.

Jean Beaulieu, 37, pictured lower right, of Fisherville Road in Concord, for burglary, receiving stolen property, and theft by unauthorized taking, all felonies. On Sept. 12, 2016, he allegedly exercised control over jewelry that was stolen from a Horse Corner Road home in Chichester. On Oct. 11, 2016, allegedly in concert with Tyler Payne, he burglarized a Pinewood Drive residence in Hopkinton. On Oct. 24, 2016, in Loudon, he allegedly retained a stolen Kel-Tec 9mm handgun that he knew to be stolen.

Nichole Brackett, 28, of Finethy Road in Alton, for felony habitual offender for allegedly driving on the Suncook Valley Highway in Epsom on Feb. 3, 2017.

Ryan Brouillard, 33, pictured lower center, of Pleasant Street in Franklin, on two felony counts possession of a narcotic drug-cocaine, fentanyl, as well as two counts of resisting arrest. On Jan. 8, 2016, in Franklin, he allegedly fled from his probation officer.

Joshua Burney, 38, of Village Street in Penacook, for felony controlled drug act; acts prohibited-methamphetamine allegedly on Dec. 9, 2016, in Concord.
