Concord Stalker Indicted On A New Stalking Charge: Merrimack County Superior Court Indictments

Plus: Homeless felon indicted on drug charges; Concord, Epsom thieves face new theft charges; sex offender indicted on registration charges.

CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.

Katelyn M. Ferguson, 26, of Elm Street in Manchester, on a felony count of delivery of articles prohibited. She was accused of possessing methamphetamine and fentanyl on Oct. 18, 2025, at the Merrimack County House of Corrections in Boscawen.

Albert W. Frost, 46, of Suncook Valley Highway in Epsom, on two felony counts of theft by unauthorized taking. He was accused of stealing merchandise from Home Depot in Hooksett on Dec. 12, 2025, and Walmart in Hooksett on Jan. 10. Previously, according to the indictment, he was convicted of theft in Merrimack County and Rockingham County superior courts in December 2025.

Jeffrey Gardner, 66, of North State Street in Concord, on a felony stalking-subsequent charge. He was accused of violating a protective order issued to a neighbor on Feb. 3, “approaching her and saying, ‘Look at what the cat dragged in, ugly bitch’,” after being convicted of stalking in Concord District Court in October 2025.

Ashton E. Garland, 35, a member of Concord’s homeless community, on three felony counts of controlled drug act; acts prohibited-fentanyl, meth, and MDPV, on May 18, 2025, Feb. 26, and April 18 in Concord.

Joshua Gragg, 39, of Appletree Lane in Hopkinton, on a felony count of operating after certification as a habitual offender. He was accused of driving on Jewett Road in Hopkinton on Feb. 18 after being deemed a habitual offender by the NH DMV in January 2025.

Gavin C. Meyer, 28, of School Street in Concord, on forgery and theft by deception charges, both felonies. He was accused of changing a check from a Downtown Concord property owner from $99.73 to $699.73 and cashing it on Feb. 24, 2025. Twice before, according to the indictment, he was convicted of theft in the Candia District Court in September 2020 and the Plymouth District Court in March 2023.

Richard Nelson, 44, of North Main Street in Concord, on two felony counts of penalty; registration of criminal offenders. He was accused of failing to register his job and new home address with Concord police on Jan. 15. Nelson is a sex offender due to an aggravated felonious sexual assault conviction out of Strafford County Superior Court in April 2001. William Osborne, 56, of Pembroke Street in Pembroke, on a felony count of motor vehicles; penalties. He was accused of driving on Fayette Street in Concord after being deemed a habitual offender by the NH DMV.

Steven Potter, 36, of Morrill Street in Laconia, on a felony count of possession of a narcotic drug-subsequent-fentanyl on June 18, 2025, in Bow. Previously, according to the indictment, he was convicted of acts prohibited in Hills South in October 2020.

Jennifer Randolph, 36, of Concord Gardens in Concord, on possession of a controlled drug-subsequent-clonazepam and possession of a narcotic drug-subsequent-suboxone, both felonies, on Feb. 4, 2025, in Concord. Previously, according to the indictment, she was convicted in Carroll County on an acts prohibited charge in September 2021.
