Concord Police, U.S. Marshals Service Roundup 6 Sex Offenders On Fugitive Or Noncompliance Charges
5 men currently living in Concord and one in Laconia were arrested during the compliance checks on Jan. 28 and Jan. 29, according to police.

CONCORD, NH — Concord police, with the help of the U.S. Marshals Service, arrested several sex offenders during the past 48 hours, for various reasons, including noncompliance charges or fugitive status.
During the two days of investigations, according to Sgt. Benjamin Mitchell of the Concord Police Department, police and marshals performed compliance checks around the city, leading to charges against six. He said the department and marshals remained “committed to ensuring the safety of children in our community and investigating sex offenders for failing to comply with federal, state, and local requirements.”

Sequoyah Couture, 28, of Concord, was arrested on a misdemeanor failure to comply charge.
Douglas Hudon, 38, of Concord, was arrested on a felony failure to comply charge.

Antonio Marti, 84, of Concord, was charged with failure to comply and provide false info counts, both felonies.
Richard Nelson, 43, of Concord, was arrested on a felony failure to comply charge.
Larry Raymond, 72, of Concord, was charged with misdemeanor failure to comply.
William Slocum, 39, of Laconia, was arrested on a felony count of failure to comply.
Couture and Raymond were released on personal recognizance and are due in court on March 2.
Hudon and Marti refused bail and were arraigned on Thursday.
Nelson was placed on a probation/parole hold and was also arraigned on Thursday.
Slocum refused bail and will be arraigned on Friday in court.
According to state records, Couture is a sex offender due to being convicted on two counts of possession of child sexual abuse images in February 2022. According to superior court records, he received a three-to-12-year sentence with 253 days of credit for time served, and a seven-and-a-half-to-15-year sentence, suspended for five years. Couture was also convicted on a deadly weapon criminal threatening charge out of Newmarket from June 2021 after being initially charged on a conspiracy robbery charge. He was sentenced to one to two years in state prison. Couture was given work release in July 2024.
Hudon, according to superior court records, has active registration of sex offenders-duty to report and change of name-alias-address-duty to inform charges in Dover. In March 2020, he was convicted on a robbery charge out of Milan. Hudon was also convicted of burglary in May 2015. Hudon was also convicted on a burglary charge out of Berlin in September 2016.
Marti, according to the state, is a sex offender due to convictions in December 1999, including aggravated felonious sexual assault, two counts of aggravated felonious sexual assault-victim under 18, two counts of aggravated felonious sexual assault-victim under 13, felonious sexual assault, and two counts of felonious sexual assault-victim under 16. In March 1980, he was convicted on a contribute to the delinquency of a minor charge. In 1985 and 1989, Marti was convicted on threat charges. He was also convicted on three aggravated felonious sexual assault charges in August 1991 and three felonious sexual assault charges in April 1995.
Nelson was convicted on aggravated felonious sexual assault and burglary charges in April 2021 after an incident in Durham the year before. He was sentenced to 18 months to 12 years in prison. Nelson’s sentence was amended in July 2004 due to good behavior. He was also convicted of duty to inform in Concord in June 2008 and Dover in June 2010. Nelson was also convicted on a receiving stolen property charge out of Dover in February 2012. Also in Dover, he was convicted on burglary, theft, and felon in possession of a dangerous weapon charges in January 2019.
Raymond is a sex offender due to an August 2001 conviction on four counts of aggravated felonious sexual assault-victim under 13 in Coos County.
Slocum is a sex offender due to three counts of felonious sexual assault-victim 13 or older and under 16 with an age difference of more than three years charges out of Merrimack County in October 2005. In February 2010, he was convicted on four counts of felonious sexual assault-victim 13 or older and under 16 with an age difference of more than four years in Strafford County. Slocum has also been convicted of dozens of other charges between 2004 and 2025 including theft, trespass, resisting drug possession, breach, assault, probation violations, threat, and registration charges.
