An officer was sent to Canal Street in Penacook for a report of a restraining order violation at the Penacook Landing apartments. When he arrived, he was buzzed in by the victim, approached the elevator, and as the elevator door opened, the accused, Abrams, was exiting the elevator, according to an affidavit. The officer called the complainant and asked if she was calling about Abrams and she confirmed she was, the report said. The officer spoke to Abrams who stated it was her interpretation of the active order that she could be in the building so long as she kept to herself, the affidavit said. The officer countered the order stated she was required to stay 300 feet from the victim. The officer spoke to the victim who accused Abrams of approaching her in the parking lot earlier in the day and “screaming at her,” the report stated, so she called police. Abrams was then arrested and held without bail.
