Concord Police: "Jubilant" elderly man arrested for DWI on I-93 and habitual offender allegedly takes relative's car.
CONCORD, NH - Alan P. Harris, 65, of Cemetery Street in Concord, was arrested at 11:47 p.m. on April 30, 3016, for driving while intoxicated. An officer on Bouton Street saw a vehicle with a headlight out and followed it onto I-393. Just before exiting to I-93 North, the vehicle’s left front and rear tires reportedly crossed over white dashed lines. The vehicle was stopped on I-93 and the officer approached the vehicle. “I noticed the driver of the vehicle had not rolled down his window and was staring at me,” the officer alleged. “I noticed the passenger in the vehicle had placed both hands on the dashboard in front of him. After a few seconds of staring at me, the driver attempted to roll down his window, but his fingers slipped off of the automatic window switch.” The driver reportedly gave the officer the vehicle registration but when asked for the license, took it out along with two credit cards. “Both occupants of the vehicle began to laugh and appeared to be jubilant,” the officer alleged. After speaking about what he had been doing earlier and field sobriety tests, the driver, Harris, was arrested. “While walking to my patrol vehicle, Harris stumbled and I caught his fall,” the officer alleged. Harris is due in court on May 23.

Daniel M. Frost, 22, of Fisherville Road in Concord, was arrested at 1:17 p.m. on March 22, 2016, on simple assault, domestic violence-simple assault, and felony possession of controlled drugs-oxycodone charges. Officers were sent to an apartment on Fisherville Road for a report of a domestic with a caller reportedly hearing a woman screaming at a man, “Where’s my s---,” according to the report. The woman was leaving the parking lot when the officers arrived and they spoke with her. She stated that the couple had an argument earlier in the morning and she went to get coffee. When she returned, they continued to argue and she stated she just wanted to get her stuff back, including a hamster that was purchased by both of them, and leave, according to the report. “(The victim) said during this time, Frost dragged her out of the apartment by her foot,” according to the officer. “(The victim) said that once in the hallway, Frost tried to hug her and make up with her to calm her down so the police wouldn’t be called.” She reportedly then left the building and also told officers that she did push him back, to move him away, according to the report. The officer noted red marks and bruising on her bicep, arm, and upper back area, according to the report. Frost reportedly appeared in the parking lot, spoke about the argument, and alleged that she was yelling about her stuff and he let her into the apartment, according to the report. In the hall, he stated, she was on the floor crying and he opened the door, bent over, and attempted to calm her down. Later, when trying to get her out of the apartment, he had to forcefully push the door closed, the report stated. “When asked, Frost said that (the victim) had punched him numerous times in the face and chest,” the officer stated. After not seeing any injuries on Frost and speaking to a witness looking at the interaction in the hall, Frost was arrested. During a search, police allegedly found five oxycodone pills in his pocket. He was arraigned the next day.
