Woman Arrested On Criminal Trespass Charge At Hotel: Concord Cop Log

Homeless sexual assaulter, sex offender accused of duty to report; VT man faces requisition warrant; felony theft case, warrants, more.

CONCORD, NH — Sean B. Lambert, 30, of Concord was arrested on a warrant at 7:22 p.m. on Nov. 4, 2022, after an incident at the Gas House Bridge on Water Street. He failed to appear at the arraignment in Merrimack County Superior Court on a felony controlled drug: acts prohibited charge on Oct. 21, after an incident in Concord. He also has theft-mislaid property, more than $1,500, and controlled drug: acts prohibited charges out of Concord, both felonies, from early October. Lambert is due back in court in March 2023.

Dennis Vincent, born 1965, of Hooksett was cited at 12:24 p.m. on Nov. 4 on traffic control device and obedience to flag person violations after an incident on Hoit Road.

Steven Manning, born 1964, of Ludlow, Vermont, was arrested at 11:21 a.m. on Nov. 4 on an arrest prior to requisition after an incident at the Tru By Hilton on South Main Street.

Paul D. Costello, born 1980, of Manchester was arrested on a bench warrant at 2:20 a.m. on Nov. 4 after an incident at Concord Hospital on Pleasant Street.

Ashley E. Coleman, 40, of Concord was arrested at 7:46 p.m. on Oct. 17 on a criminal trespass charge after an incident at The Hotel Concord on South Main Street.

Edward D. Locke Jr., born 1983, of Concord was cited at 2:30 p.m. on Oct. 17 on manufacture, sell official inspection-registration sticker violation after an incident on Fisherville Road.

Scott Alan Batchelder Jr., 39, with a last known address of Concord Street in Concord, homeless, or New Hampton, was arrested at 11:01 a.m. on Oct. 17 on a felony knowing, failure to comply with sex offender registration charge. A detective, on Oct. 4, began looking into an allegation Batchelder failed to report a charge of address when filing with police on Sept. 25. At his apartment on Concord Street, the detective found an eviction notice posted by the Merrimack County Sheriff’s Office on Sept. 7. The detective reached out to the deputy and found out there was an effort to try and get the Community Action Program to repay the landlord, according to Batchelder. Since the eviction, he had been homeless, and sometimes crashing with a relative in New Hampton, an affidavit said. The deputy also accused Batchelder of admitting he knew he had not reported a change of address with Concord police as required due to a felonious sexual assault conviction in Belknap County Superior Court in March 2003, per the deputy. He was also convicted on duty to report in Franklin in April 2014 and Belknap County Superior Court in November 2017. The detective also spoke to the landlord and confirmed rent and residency had been an issue since the beginning of September, an affidavit stated. Batchelder’s previous report, filed Aug. 18, had an initial acknowledging he needed to inform police if he moved, which he did, following his eviction on Sept. 7, the report said. A warrant was issued on Oct. 5. According to court records, Batchelder was also arrested in Franklin in June on a felony habitual offender charge after being accused of driving on Central Street.

Benjamin B. Berry, 28, of Concord was arrested at 7:28 a.m. on Oct. 17 on a theft by unauthorized taking charge, a felony due to two prior convictions, after an incident at Walmart on Loudon Road.

Cassi J. Page, 34, of Manchester was cited on a bench warrant at 1:14 a.m. on Oct. 17 after an incident at the Concord Coach Bus Depot on Stickney Avenue.
