An officer on Hall Street saw a moped drive by without a rear license plate. The officer began following the moped and confirmed it did not have a plate, a report said. It was stopped near the Speedway gas station, and the officer spoke with Vannest, the rider. When questioned, Vannest said the moped did not need to be registered since it was only 49 CCs and was told previously, he needed to ride on the side of the road, the report said. Vannest, however, had a suspended license due to an administrative per se from March 2012. He was also convicted on suspension and drunken driving charges in Rochester and Merrimack County, the report said. Vannest was arrested and after a search, was accused of possessing metallic knuckles wrapped in a bandana. “Vannest told me the metallic knuckles were only used as a weight to keep the bandana in his pocket,” the officer wrote. Since Vannest was a felon due to a drug conviction in Merrimack County Superior Court in September 2015, a felon in possession charge was added to his charges. He was arraigned on Jan. 5 and is due back in Merrimack County Superior Court for a dispositional conference on May 11.
