Hunter Velicky, 34, of Rumford Street in Concord, was arrested at 4:54 a.m. on March 21 on a resisting arrest or detention charge after an incident or investigation on Walker Street. He was arrested again at 5:24 a.m. on a simple assault charge after an incident at Concord Hospital at 250 Pleasant St. In the Walker Street incident, an officer was sent to a report of a man on another person’s porch screaming. An officer saw the man “in the middle of the road” and claimed he was “rambling on about alien invasions and how he was from a different world,” an affidavit said. The man was identified as Velicky, and he was found to have an active warrant and could be given a small summons to clear it, the report said. A second officer arrived, and he was asked if he wanted to be taken to the hospital and he said he did, the officer wrote. Velicky was told he needed to be handcuffed for safety reasons and began to walk away, advising he knew the game, the officer said. The officers decided to arrest him on the warrant and accused him of fleeing, but he only made it a short distance. Velicky was then handcuffed but was accused of being uncooperative, so he was taken to the county jail. The second arrest, which was the warrant, was connected to an incident on Feb. 15 around 1 a.m. where security at the hospital accused Velicky of urinating on a security officer while in the secure psychiatric unit. According to the affidavit, Velicky was in the yellow pod but attempted to leave, saying he needed to go to the bathroom. A security officer attempted to lead him to the bathroom but accused him of being uncooperative and exposing himself to the guard and a nurse, who was a woman. Later, he was accused of urinating on one of the security guards. The officer eyed video footage and confirmed the incident, the report said. A written statement was filed, and a warrant was issued on March 6.
