Concord Teen Accused Of Possessing Fake ID After DWI Crash: Police Log
Plus: Strangulation, threat arrest; elderly man faces stalking, protective order charges; homeless man arrested on fentanyl sales charge.

CONCORD, NH — Stacy B. Elliott, 41, of Concord was arrested at 12:11 p.m. on Oct. 13, 2023, on an endangering the welfare of a child charge after an incident or investigation at Market Lane in Bicentennial Square.
Jeffrey M. Spoor, born 1943, of Concord was arrested at 11:48 a.m. on Oct. 13 on stalking and violation of protective order charges after an incident or investigation at Granite Ledges at 151 Langley Parkway.
Valerie Dyan Reinhart, born 1984, of Concord was arrested at 8:45 a.m. on Oct. 13 on an indecent exposure-gross lewdness charge after an incident or investigation at Eagle Square on Storrs Street.

Eric Matthew Couch, 24, of North Spring Street in Concord was arrested at 1:22 a.m. on Oct. 13 on criminal threatening-deadly weapon, obstructing report of crime or injury-domestic violence, felony second-degree assault-domestic violence-strangle, felony second-degree assault-strangle, domestic violence-criminal threatening-deadly weapon, obstruct report of crime-injury, simple assault, domestic violence-simple assault, and two criminal mischief charges. He was arrested after an incident on Greenwood Avenue. Couch is due back in Merrimack County Superior Court for a dispositional conference hearing on Dec. 13.
Logan Storm Locke, born 1997, of Franklin was cited at 12:32 a.m. on Oct. 13 on a driving after revocation or suspension charge after an incident on Airport Road.

Jamie Lee Potter, 38, a homeless man now located in Concord, was arrested at 3:45 p.m. on Oct. 3 on a felony felon in possession of a dangerous weapon charge. Jonathan Taylor Gagne, 23, a homeless man now located in Concord, was arrested at 10:13 a.m. on Sept. 26 on a felony fentanyl sale charge. Police were sent to the Friendly Kitchen at 2 S. Commercial St. for an overdose report around 7:30 p.m. on June 27. When the first officer arrived, they found a man on the ground near the entrance, as well as a rolled-up dollar bill and wallet next to the man, a report said. Concord fire and rescue teams were also requested to tend to the 27-year-old man. The man woke up, vomited several times, and was hospitalized. Police asked a staffer at the kitchen to assist with security footage and did a few days later. The reporting officer spoke with the man at the hospital, who reported to police he snorted fentanyl but did not want to speak about where he got the drugs. Two days later, police received security footage from the kitchen and discovered that “Jonny Bones” gave drugs to the man. The officer reported in an affidavit he knew “Jonny Bones” to be Gagne. The officer watched the video and accused Gagne of being involved in a “hand-to-hand transaction” for the drugs with the man who overdosed. A warrant was issued for his arrest on Aug. 31.
Chad Cyr, 41, of English Village Road in Manchester was arrested at 11:12 p.m. on Sept. 25 on felony identity fraud and receiving stolen property charges. Police were sent to the Shell at 24 Loudon Road for two reports of a man nodding off inside an Audi. The man said he was sleeping due to a disability and disease and was not under the influence and produced a Massachusetts license, an affidavit said. The picture, however, did not look like the driver. The man in the picture was 25 and appeared much younger. The report said the officer also recognized the man as the brother of a woman he attended college with. The man was questioned, but he denied having a sister, the report said. The officer called the woman, who confirmed her brother lost his wallet and license several months before in Manchester. The officer then spoke with the brother, the actual owner of the license, who confirmed he lost his wallet and filed a report about it. Manchester police were also called to confirm the report, which they did. The reporting officer spoke with the man again, who was accused of “eventually” producing a non-driver’s license ID, identifying himself as Cyr. He was then arrested. The affidavit said a search found the missing wallet and other documents, including a ski pass, a college ID, and a scuba driver ID card.
Trevor John Brown, 18, of Concord was arrested at 10:01 p.m. on Sept. 23 on driving under the influence-adult more than 0.08; minor more than 0.02, speeding, unlawful possession-intoxication charges as well as a manufacture-possess false identification violation.
