Concord Man, With Priors, Faces Drug Sales, Common Nuisance, Other Charges: Police Log

CONCORD, NH — Marissa Anderson, 38, of Laconia was arrested at 4:31 a.m. on Jan. 19, 2024, on possession of a controlled drug and transport drugs in a motor vehicle charges. She was arrested after an incident or investigation on the Interstate 93 southbound Exit 12 offramp.
Matthew Paul Story, 39, of Concord was arrested at 8:40 a.m. on Jan. 18 on a theft by unauthorized taking charge, a felony, due to two prior convictions. He was arrested after an incident or investigation at the New Hampshire State Liquor and Wine Outlet at 80 Storrs St.
Todd Edward Spataro, 57, of Concord was arrested at 11:13 a.m. on Jan. 15 on common nuisances, deal-possess prescription drugs, possession of a controlled drug-sale, and possession of a controlled drug charges. He was arrested after an incident or investigation on Airport Road.

Andrew Joseph Sullivan, 37, of Concord was arrested at 9:26 p.m. on Jan. 13 on a bench warrant. Also arrested was Jennifer Stephanie Dow, born 1981, of Concord on criminal mischief, simple assault, and domestic violence-simple assault charges. They were arrested after an incident or investigation on Holly Street.
Edward Charles Gauthier, born 1993, of Norwich, Connecticut, received a summons at 9:48 p.m. on Jan. 13 on a license required; penalty charge after an incident or investigation on Abbott Road in Penacook.

Desiree M. Charter, 37, a homeless woman now located in Concord, was arrested on a warrant at 6:30 p.m. on Jan. 13 as well as a felony drug possession charge. A detective saw a person walking on North State Street, turning onto Centre, and recognized it to be Charter, according to an affidavit. The detective ran a check and found she had an active superior court warrant. The detective turned around and pulled up beside Charter, near the intersection of Union Street, and accused her of “quickly ducking her hands into the pockets of her outermost jacket.” She then pulled out a cigarette pack from her right pocket, and it landed on the ground, the detective wrote, adding Charter “stood there and did not acknowledge the cigarettes falling to the ground.” Charter was told she had an active warrant and was cuffed, the report said. The detective picked up the ciggie pack, which was “partially open,” and saw a plastic baggie inside, an affidavit stated. There appeared to be a tan powder in the baggie that the detective believed was heroin-fentanyl, the report stated. After being told a felony drug charge was being added, Charter “began screaming” and denied the cigarette pack was hers, the detective stated. She was accused of claiming it was “trash from the sidewalk.” The detective noticed Charter had open sores and abscesses on her arms and took her to Concord Hospital for treatment. Later, she refused bail and was taken to the county jail.
Sharon M. Klardie, born 1978, of Bow was arrested at 12:58 a.m. on Jan. 13 on a driving under the influence charge and a lane control violation. She was arrested after an incident or investigation on North State Street.
Ram L. Gautam, born 1990, of Concord received a summons at 6 a.m. on Dec. 17, 2023, on two theft by unauthorized taking-less than $1,000 charges after an incident or investigation at Irving at 114 Fisherville Road.
Jaden Brooks, born 2004, of Franklin was arrested at 12:17 a.m. on Dec. 17 on false E-911 information and false public alarm; report to a government agency charges after an incident or investigation at The Draft at 67 S. Main St.
Brian Thomas Bilodeau, 64, with a last known address of Downing Street in Concord, was arrested at 1:48 a.m. on Dec. 17 on two felony sex offender registration; fail to comply-knowingly-subsequent charges. He was arrested at police headquarters. Bilodeau is a sex offender due to aggravated felonious sexual assault convictions of a victim under 13 from August 1991.
Jerry Joseph Turner, 36, of Concord was arrested at 10:15 p.m. on Dec. 16 on a warrant after an incident or investigation on South Main Street.
Christine May Thompson, 45, of Concord was arrested at 9:59 p.m. on Dec. 16 on driving after revocation and breach of bail charges after an incident or investigation on South Main Street. She was also charged with driving after revocation and theft by unauthorized taking-less than $1,000 charges as well as a stop-stand-park handicapped parking violation after an incident or investigation at Walmart at 344 Loudon Road.
David Allen, 36, of Raymond was arrested at 8:53 p.m. on Dec. 16 on theft by unauthorized taking-less than $1,000 and inhaling toxic vapors for effect charges after an incident or investigation at Hannaford at 73 Fort Eddy Road as well as a warrant after an incident or investigation at Lowe’s at 90 Fort Eddy Road.
Virginia Arleane Gilpatrick, 41, of Concord was arrested at 6:22 p.m. on Dec. 16 on a theft by unauthorized taking charge, a felony due to two prior convictions. Around 4:30 p.m. on Nov. 11, 2023, an officer was sent to Hannaford at 73 Fort Eddy Road for a report of a woman stealing a cart full of groceries. A loss prevention employee said a blonde woman had entered the store, placed items into reusable shopping bags, and then left without paying. The employee approached the woman, and she flashed an old receipt claiming she paid for the items, an affidavit said. The employee grabbed the bags, dumped the food into a cart, and gave the empty bags back to the woman, the officer wrote. The woman, a second woman, and a guy inside the blue Ford pickup left the area. The officer traced the pickup truck to the owner, an Uber driver. The driver only knew the woman’s first name, “Gina,” the report said. The officer eyed video footage at the store and confirmed the woman grabbed about $147 worth of groceries and left without paying, the report stated. A photo of the woman was circulated, and two detectives immediately recognized the suspect as Gilpatrick based on prior incidents, including a felony theft conviction out of Merrimack County Superior Court from June 2022 and a theft conviction out of Concord District Court from December 2018. The two priors elevated the incident to a felony, and a warrant was issued for Gilpatric’s arrest on Dec. 13.
Omar Hutchinson, 31, a homeless man now located in Concord, was arrested at 6:30 p.m. on Dec. 16 on a criminal trespass charge after an incident or investigation at CVS at 4 Hall St.
