Threatening, Mischief Charges Issued Against Resident: Concord Cop Log

Plus: DUI charge on Borough Road; assault and theft arrests; woman cited after dog attacks; teen charged with unlawful possession.

CONCORD, NH — Frances D. Plourde, born 1966, of Concord was arrested at 5 p.m. on Aug. 17, 2022, on criminal threatening-deadly weapon, domestic violence-criminal threatening, and criminal mischief charges after an incident on Borough Road.

Shyan Lyn Place, born 1995, of Concord was cited at 7:10 a.m. on Aug. 16 for attack on animals or humans and impoundment; dog, rabies, suspects violations after an incident on Warren Street.

Adolphe Ndayishimiye, born 2000, of Concord was arrested on a bench warrant at 10:08 p.m. on Aug. 14 after an incident at 7-Eleven on Loudon Road.

Miles A. Anderson, 33, of Concord was arrested at 9 p.m. on Aug. 11 on a stalking charge after an incident on West Street.

Nicole Flood, 32, of Concord was arrested at 11:18 a.m. on Aug. 1 on two felony theft by unauthorized taking charges after an incident. Officers were sent to the Market Basket on Fort Eddy Road for a report of a shoplifter refusing to identify herself. The officers spoke with an employee who said he had been watching the woman for about two hours as she roamed through the store and placed several items in a backpack and cart, a report said. She then left the store with the backpack and abandoned the cart inside the store, the employee stated. The suspect, Flood, was identified by tattoos via dispatch, and she was found to have an active warrant for theft, too. Police accused her of stealing wipes, a lighter, a mixed berry gum, and a candle, all valued at $20.45. A check found she had been convicted on two theft charges in Concord District Court in November 2021. Flood failed to appear at her arraignment in Merrimack County Superior Court on Aug. 18, and a warrant was issued for her arrest on Aug. 26.

Crystal L. Downie, 38, of Concord was arrested on a warrant and two bench warrants at 9:02 a.m. on July 29 after an incident along the railroad tracks under Interstate 393.

Steven D. Wright, born 1967, of Concord was arrested at 10:25 p.m. on July 28 on driving under the influence and open container charges. He was arrested after an incident on Borough Road.

Jade M. Roach, born 2003, of Claremont received a summons at 2:34 a.m. on July 27 on an unlawful possession-intoxication charge after an incident on Warren Street.

Justin Wayne Pate, born 1989, of Concord was arrested at 5:04 p.m. on July 26 on a theft by unauthorized taking, less than $1,000, charge after an incident at 7-Eleven on South Main Street.

Amanda Fortin, 39, of Hill was arrested at 8 p.m. on July 24 on three bench warrants and four warrants after an incident at Lowe’s on Fort Eddy Road. She was also charged with deal-possess prescription drugs after an incident at the McDonald’s Restaurant on South Main Street. Her bail was revoked on felony drug possession, and resisting charges from February in Concord after she failed to appear at a dispositional conference hearing on a burglary charge out of Franklin, and warrants were issued against her. Fortin is due back in Merrimack County Superior Court for a dispositional conference hearing on Sept. 28.
