Around 12:15 a.m. on April 16, an officer driving north on Water Street saw a pickup truck with an expired registration sticker. The officer turned around to catch up to the vehicle and, while doing so, noted the rear license plate had an up-to-date registration sticker. The pickup truck, a 1999 Chevrolet, was pulled over past Integra Drive. The officer spoke to Green, the driver, who said he thought he had yellow stickers on both plates and asked if he could get out and check the front plate, an affidavit said. The report said the officer said he could and he checked the plate. Green stepped out, checked the plate, and headed back to the driver’s seat and while doing so, “I observed a clear baggy on the floor of the driver's seat,” the officer wrote in an affidavit. “Inside of the baggy was an off-white, tan-colored powdered that, based on my training and experience, I believed to be fentanyl,” the officer said. The officer requested Green step out again and then to pick up the bag of fentanyl, the report said. “Mark looked confused and asked me ‘What?’ I shined my light onto the bag and Mark looked at it, sighed, and grabbed it,” the officer wrote. A warrant was issued for his arrest on April 24. According to Bow police, Green was arrested in mid-January on felony possession of a controlled drug-subsequent-tramadol, criminal trespass, loitering or prowling, and three felony counts of theft by unauthorized taking-resale charges. He was arrested after being accused of stealing scrap from the Grappone Hyundai parking lot on Route 3A.
