Concord Teen Faces Indecent Exposure, Mischief, Resisting, Breach, Charges: Cop Log
Boscawen man faces burglary charge; teen arrested on stalking, breach charges; woman charged with assault, mischief, disorderly conduct.

CONCORD, NH — Andrew Bruce Davis, born 1963, of Boscawen was arrested at 11:37 p.m. on Oct. 22, 2022, on a burglary charge after an incident on Washington Street in Penacook.
Regis Babu Irumva, born 2003, of Concord was arrested at 11:44 p.m. on Oct. 22 on indecent exposure-gross lewdness, criminal mischief, resisting arrest or detention, breach of bail, and unlawful possession-intoxication charges after an incident on Loudon Road.
Joshua H. White, born 1979, a homeless man now located in Concord, was arrested at 7:40 p.m. on Oct. 14 on a bench warrant at police headquarters.

Jack Michael Hebert, born 2004, of Concord was arrested at 5:55 p.m. on Oct. 14 on stalking and breach of bail charges. He was arrested after an incident at a state office on Terrill Park Drive.
Jennifer Lea Shephard, 41, of Concord was arrested at 3:47 p.m. on Oct. 14 on simple assault, criminal mischief, disorderly conduct, and resisting arrest or detention charges after an incident on Loudon Road.

Joshua R. Burney, 44, of Village Street in Penacook was arrested at 2:32 p.m. on Sept. 30 on a felony possession of a controlled drug charge. Police were sent to a Village Street home to help others who were attempting to assist Burney, who complained of “voices speaking to him inside of him,” according to an affidavit. After police arrived, he was searched, and a crystal-like rock substance was found in his pocket, the report said. Burney was then taken to Concord Hospital. Later, it was field tested and shown to be 7.8 grams of methamphetamine, the report stated.
Thomas Yvan Russell, 26, a homeless man now located in Concord, was arrested at 12:40 p.m. on Sept. 30 on a felony possession of a controlled drug-meth charge. An officer was requested to find Russell, who had a subpoena service from the Merrimack County Superior Court. During the search, an officer found one of the Russell twins on Hall Street but was not sure which man it was, a report stated. After asking for an ID, the officer noted the man “kept reaching” for a cylindrical object in his waistband. Unsure of what the object was, and since Russell had a caution flag for possession firearm possession and “homicidal ideations,” the man was cuffed for officer safety, an affidavit said. After a pat down, the officer accused the man of having two pipes. One contained meth, the report said. The officer was also able to determine the man was the twin police were looking for, the report stated.
Sean G. McCabe, 36, of Concord was arrested on a warrant at 10:04 a.m. on Sept. 24 after an incident at CVS on Hall Street.
Shane Alan Berube, 34, homeless man now located in Concord, was arrested at 6:05 p.m. on Sept. 18 on driving while intoxicated and two felony possession of a controlled drug charges. An officer was sent to Harbor Freight on Loudon Road to check on two people reportedly passed out in a car after a store employee was told by customers there were people in the car in the parking lot. The officer found the vehicle, a Nissan Altima, with a man and woman passed out inside, keys still in the ignition, the engine was running, and a met pipe on the center console, with torches and Q-tips, a report said. When questioned, Berube and the woman said they were homeless and tired, denied drinking or using drugs, and denied the meth pipe and works were theirs, the report said. Another officer arrived, and Berube was accused of nodding off, speaking very slowly, and slurring his words. He was given field sobriety tests and arrested. During a search, Berube was accused of possessing a plastic bag with 21.56 grams of meth inside. On Sept. 24, he was arrested again on Storrs Street after reportedly passing out inside a 2006 Mercedes in the parking lot of the Burlington Coat Factory. He was charged with driving under the influence, resisting arrest or detention, and felony counts of possession of a controlled drug and falsifying physical evidence. In an affidavit, police said they had to threaten to Tase Berube after he attempted to flee from police. One officer was able to tackle him to the ground, but he was accused of continuing to struggle. Later, he ceded and was arrested.
