Felon Arrested On Stalking And Breach Charges: Concord Police Log

Allenstown man, with priors, arrested on drug charges; underage men cited on alcohol violations; Kingston woman arrested on assault charges.

CONCORD, NH — Emmanuel Muhire, born 1990, of Concord was arrested at 5:02 p.m. on Aug. 23 on a disorderly conduct charge after an incident on Loudon Road.

William Leroy Vinal, 51, homeless in Concord was arrested at 1:30 a.m. on Aug. 21 on stalking and breach of bail charges. On Aug. 8, an officer patrolling on Hazel Drive saw a vehicle parked on the grass in front of a home with a woman in the driver's seat and a man standing by an open front passenger door. When the officer drove along by vehicle, "the male was suddenly out of sight." The officer found the man disappearing strange and stopped to speak to the pair. The man, according to an affidavit, said he "slipped and fell," something the officer said, "sounded rather odd to me." After running a check on the vehicle, dispatch reported there was an active restraining order between the woman and Vinal. When asked his identity, the man is accused of saying, "Why? I did not do anything wrong." The officer asked the woman if it was Vinal, and she reportedly stated, "I'm not getting involved in this." After some back and forth, including dispatch confirming there were warrants for Vinal out of Merrimack County, he was arrested. Later, after confirming the protection order, the officer filed an affidavit on stalking and breach charges.

Gage A. Pepin, born 1995, of Concord was arrested at 11:25 p.m. on Aug. 20 on driving after revocation or suspension, disobeying an officer, and resisting arrest or detention charges after an incident at 44 Hall St.

Maureen Oviedo, 34, of Manchester was arrested on a warrant and a driving after revocation or suspension-subsequent charge at 3:06 a.m. on Aug. 20 in the Hutchins Street and Bog Road area of the city. She has a drug charge and forgery, receiving stolen property, and theft charges pending in Hillsborough County Superior Court North, according to court records.

Bryant T. Clark, 51, of Allenstown was arrested at 8:23 p.m. on Aug. 18 on a warrant as well as two felony counts of possession of a controlled drug and a deal-possess prescription drugs charge. He was arrested after an incident in the Garvins Falls area of the city. Clark is due in Merrimack County Superior Court Oct. 15 for arraignment. He has also been charged with violation of a court order after being accused of not paying restitution on a 2004 felony forgery incident in Concord.

Hunter A. Cogan, born 2000, of Franklin received a summons at 1:35 a.m. on Aug. 18 on transportation of alcoholic beverages by a minor and unlawful possession-intoxication charges after an incident in the Storrs Street Garage on Storrs Street.

Ivy H. Barboza, born 1987, of Concord was arrested at 3:09 a.m. on Aug. 17 on simple assault and domestic violence-simple assault charges after an incident in the Fisherville Road area of the city.

Steve C. Lawson, born 2001, of Concord received a summons at 10:30 p.m. on Aug. 14 on an unlawful possession-intoxication charge after an incident on Rollins Street.

Kari Dolores Nicholas, born 1975, of Kingston was arrested at 5:15 p.m. on Aug. 14 on two simple assault charges. She was arrested after an incident in the Stickney Avenue area of the city.
