Concord Man Racks Up Drug, Assault, Stalking Charges: Police Log

CONCORD, NH — Dylan G. Jubrey, born 1996, of Concord was arrested at 11:19 a.m. on June 15, 2020, on simple assault and domestic violence-simple assault charges after an incident in the Village Street area of Penacook.

Rebecca D. Ricard, born 1990, of Concord was arrested at 10:28 a.m. on June 14 on a conduct after an accident charge in the state hospital area of the city.

Charles James Kapopoulos, born 2001, of Nashua was arrested at 2:24 a.m. on June 14 on transport alcohol by a minor and unlawful possession/intoxication charges after an incident on South Street near the New Hampshire State of Division of Child Support Service.

Mark E. Kibbee, born 1973, of Concord was arrested at 10:04 a.m. on June 12 on a warrant after an incident on Black Hill Road at the old Concord Drive-In site.

John A. Lawver, born 1992, of Manchester was arrested at 12:22 p.m. on June 10 on two criminal mischief charges after an incident on Fisherville Road.

Jaime Vega, born 1980, of Hamilton, New Jersey, was arrested at 1:32 a.m. on June 6 on a warrant after an incident on Rumford Street.

Tammy King, born 1981, of Concord received a summons at 12:11 a.m. on June 5 on a bench warrant after an incident on Loudon Road.

William Leroy Vinal, 51, of in Concord was arrested at 10:40 a.m. on June 4 on simple assault, domestic violence-simple assault, criminal mischief, and deal/possess prescription drug charges. He was arrested at the Exit 14 I-93 park and ride on Stickney Avenue. Vinal was arrested again at 5:50 a.m. on June 8 on stalking and breach of bail charges. According to an affidavit, an officer on North Spring Street reported seeing a vehicle failing to stop at a stop sign at the intersection of North Spring and Warren streets on June 8. The vehicle was stopped, the officer spoke to the woman who was driving, and ID'd her. A man, who was a passenger, was accused of not revealing his name, according to the affidavit. A short time later, dispatch figured out the passenger was Vinal. He was arrested, refused bail, and was taken to county.

Joseph Clement, born 1979, of Alton received a summons at 1:09 p.m. on June 3 on a theft by unauthorized taking-less than $1,000 charge after an incident at Market Basket on Fort Eddy Road.

Stephen H. Mattil, born 1944, of Concord was arrested on a sex offender registry; negligent failure to comply charge at 11:38 a.m. on June 1. He was arrested at police headquarters. Mattil was convicted on sexual assault and felonious sexual assault of a victim under 16 charges in September 1989, according to the state.
