Man With Priors Arrested on Robbery Charge: Concord Police Log

Plus, Franklin man arrested on drug charges, and a Concord woman and a Manchester man were arrested for assault.

CONCORD, NH — Joshua E. Smith, 24, of Russel Street in Franklin, was arrested at 8:09 a.m. on Jan. 5, 2017, on two counts of possession of controlled drugs, possession of prescription drugs without a prescription, and three warrants. The charges stem from an alleged incident on Washington Street.

Stephanie L. Pierce, year of birth 1983, a homeless woman now located in Concord, was arrested at 2:47 p.m. on Jan. 5, 2017, for willful concealment and default or breach of bail conditions. According to a court affidavit, officers were sent to Hannaford on Fort Eddy Road for a shoplifting incident. The officers met with loss prevention employees and the suspect – Pierce – who allegedly admitted to stealing “ibuprofen and stuff.” The employee alleged that she was watching Pierce on surveillance video and allegedly saw her place the ibuprofen and a razor in her purse and a dental repair kit up her sleeve, according to the affidavit. The value of the items was about $14. The officer reviewed the surveillance footage and spoke to dispatch who noted that Pierce was arrested in late December so a breach of bail charge was added when she was arrested and she was held and arraigned the next day.

Laura L. Fortin, YOB 1968, of Concord Street in Concord, was arrested at 8:20 a.m. on Jan. 6, 2017, for simple assault after an alleged incident on South Street.

Michael W. Durgin Jr., 37, with a last known address of Mount Vernon Terrace in Webster, was arrested at 8:40 a.m. on Jan. 6, 2017, for unarmed robbery. On Dec. 13, 2016, officers were sent to the NY Smoke and Vape Shop on Loudon Road for a report of a theft. A man reportedly wearing a long black jacket heading toward the Friendly’s parking lot had allegedly robbed the store of several scales. The store's owner reportedly pointed out a red minivan across the street that may have been involved in the incident, according to the affidavit. The officer spoke with the driver and a passenger of the minivan who reportedly stated that they had given a ride to the suspect – only known to them as “Mike.” When they realized he was allegedly stealing from the store, they refused to let him back in the vehicle and he fled the area. The passenger gave police a cellphone which he had reportedly left behind in the minivan. The officer went back to speak with the store owner who stated that due to recent thefts, he had begun to put everything behind a glass counter. Earlier, the suspect reportedly asked to see a digital scale and then, “kept asking for different scales so that he could compare them.” Several of the scales were on the counter when another customer asked for assistance with an item and when he turned his back, the suspect was heading to the front door the store with one armed pinned to his side and scales missing from the counter. One of the scales fell to the ground and the store owner confronted the suspect and then locked the front door, demanding the scales. A scuffle ensued and the suspect was able to flee the area. The value of the dropped scale and three stolen scales was about $140, according to the affidavit. Three witnesses also offered information about the case. During the course of the investigation, a second officer was sent to CVS for a report of a suspicious man in the store and leaving digital scales inside of a Christmas box. The officer eyed surveillance footage and reportedly “immediately recognized Mike Durgin from prior contacts and arrests,” according to the affidavit. Video footage from both stores was submitted as evidence, the scales were returned to the store owner, and an affidavit was filed on Dec. 20, 2016.

Diane Lang, YOB 1970, of George’s Drive in Tilton, was arrested at 9:41 a.m. on Jan. 6, 2017, for driving while intoxicated, receiving stolen property, theft of a motor vehicle, and theft by unauthorized taking or transfer.

Christopher J. Stafford, YOB 1982, of Manchester Street in Manchester, was arrested at 5:18 p.m. on Jan. 6, 2017, for resisting arrest or detention, after an alleged incident on East Side Drive.

Jose M. Vasquez, YOB 1978, of Mast Road in Manchester, was arrested at 8:40 p.m. on Jan. 6, 2017, for simple assault after an alleged incident at Speedway on Hall Street.
