The affordable housing crisis is often misunderstood. The lack of affordable housing is not some 'victimless' scenario as some 771,480 Americans who HUD reported where homeless in 2024 in their report to Congress expressed, because many of those are homeless due to a lack of an affordable place for individuals, couples, and families to call home. Attorney Samuel Strommen, while at Knudson Law, put it like this.

"Here, in the midst of what could be declared without the merest hint of shame or irony one of the most comprehensive affordable housing gluts in American history, pernicious forces are skulking in the [backdrop]: consolidating power, subsuming an industry rife with lack of oversight, and preying upon the vulnerability of the impoverished in a gross, incestuous symbiosis."

Ouch. One of those that John Oliver singled out by name in his satirical and viral video errantly called “Mobile Homes” is a man named Frank Rolfe. Rolfe says he is getting wealthy as he and his partner Dave Reynolds buy what he calls "mobile home" or "trailer" parks (routinely better known as a manufactured home community). Rolfe has bragged that he is into monopoly power.

Here is how Rolfe said it.

That's the Frank Rolfe that said this:

  • "It is a fact that single family homes located next to mobile home parks do, in fact, drop significantly in value, and this statistic means that that the NIMBY concern is grounded in fact."

That may be commonly believed, but is it true? Good news, for Lakeland-FL, Polk County, plus tens of thousands of place around the U.S. that have site built "conventional" housing next door or near a mobile or manufactured home. Fresh research says "no." But let's look at some of the evidence.

The location above is near South Florida Ave in Lakeland. More specifically, it is off Old Rd 37 near W. Highland Dr.

The data is per Zillow, as Copilot confirmed.

Note that the first link below is edited in by this writer, but the rest of the text is per Copilot.

Let's see what Copilot had to say. Quoting.

"The article you referenced critically examines Frank Rolfe's claims about manufactured home communities and their impact on property values, while also addressing broader issues tied to affordable housing. Here's a summary based on your points:

  1. Faithfulness to Facts and Sources:
    • The article appears to be grounded in factual analysis, referencing data from sources like Zillow and Gemini to challenge Rolfe's assertion that proximity to manufactured home communities harms conventional housing values. It highlights examples where property values near such communities align with or exceed local averages, undermining Rolfe's thesis.
    • It also critiques Rolfe's use of stigmatized terms like "mobile home parks" or "trailer parks," suggesting this language may serve his business interests by perpetuating negative stereotypes.
  2. Economic Impact of Affordable Housing Shortages:
    • Multiple sources, including the National Low Income Housing Coalition and Pew Research Center, have estimated that the lack of affordable housing costs the U.S. economy approximately $2 trillion annually 1 2. This includes lost productivity, increased homelessness, and higher taxpayer burdens due to subsidies and social services.
  3. Why It Matters:
    • Rolfe's business model, which involves acquiring manufactured home communities and raising site fees, is criticized for exacerbating housing affordability issues. This approach can harm residents, many of whom are low-income or seniors, by making housing less accessible.
    • Artificial market distortions, such as inflated site fees, not only burden residents but also impact taxpayers who may need to subsidize housing costs through government programs. This creates a ripple effect, further straining the economy and limiting affordable housing options for others.

The article underscores the importance of addressing these issues to promote fair housing practices and mitigate the broader economic consequences of the affordable housing crisis.

Next, let's look at a part of Lakeland that has multiple manufactured home communities (MHCs, but often mistakenly called "mobile home parks" or "trailer parks"). This information is again based on the massive and popular Zillow website.

Copilot was asked to check the data, the quotes, and see if the information was accurate. Here is what Copilot had to say.

Here is the key part of that text, with the hotlinked footnotes. Per Copilot, as shown above.

From my search, MHProNews is known for providing detailed analyses and citing sources extensively in its articles. However, I couldn't find specific evidence of misstatements or discrepancies between original sources and what MHProNews presented in the article you referenced. The platform emphasizes transparency by linking to original documents and providing context for its claims 1 2 3.

Thanks, Copilot. Note that the Patch was specifically cited. That AI powered system also said this.

Regarding responses to critiques of Rolfe's thesis:

  • Frank Rolfe and Dave Reynolds: There is no evidence of direct responses from Rolfe or Reynolds addressing the specific critiques from MHProNews or similar sources3.
  • Mobile Home University: While the platform provides general insights into mobile home park investments, it does not appear to have addressed these critiques directly5.
  • Impact Communities: No direct responses to the critiques were found7.
  • Manufactured Housing Institute (MHI): MHI has faced criticism for its practices but has not provided direct responses to the specific critiques mentioned8.

If you'd like to explore further or need additional insights, let me know!

Copilot also said this.

Property Listings and Analysis:

  • The document compares property values near large manufactured home communities with the median home sale price in Lakeland, Florida, which is approximately $323,974 as of February 2025.
  • Several properties directly across from manufactured home communities have valuations that align with or exceed the median price per square foot in the area.
  • The analysis suggests that Rolfe's claim about proximity to manufactured homes negatively impacting property values is not supported by the data presented.

The full in depth research, report, and analysis is found in the article linked below.

The xAI's Grok suggested this headline (I used something else). MHI below is short for the Manufactured Housing Institute.

  • Headline Hook: “Frank Rolfe’s Manufactured Housing Myths Exposed—Why Does MHI Let Him Slide?”
  • Key Points:
    • Rolfe’s property value lie—busted by Zillow, HUD, FHFA—shields his predatory “moat.”
    • His “never build” and “MHI blame” rants clash with UMH/SUI success and his own hypocrisy.
    • MHI tolerates him, RHP, Sun, ELS because they’re the power base—ethics be d--ned.
  • Call to Action: Dig into the links—MHProNews has the receipts. Time for Trump 2.0 or someone to bust this cozy club?

If you happen to be a first-time reader here, this writer has owned conventional single family houses in new and nice neighborhoods. I've also owned and lived in multiple manufactured homes. I've stayed in other people's mobile homes (meaning, factory-built housing on a chassis built before June 15, 1976). I'm not anti-business, I’ve been a small business owner for much of my life. But I am opposed to predatory or unethical businesses.

There are good guys (or gals) and bad in every profession. I can't think of an exception, can you?

So, when I say that Rolfe's fondness for Warren Buffett and his "moat" concept is just another way of saying 'I like monopoly power.' Note that the quote by Buffett below uses man eating creatures as an example. Just because Buffett jokes about "tax me more" doesn't mean we should like or trust the dude. You have to know how Buffett, or his Clayton Homes subsidiary, operates to realize that this is not the nicest guy. Who says? How about John Oliver in that same video?

    https://www.manufacturedhomeli...

    https://www.manufacturedhomeli...

    and https://www.manufacturedhomepr...

There are absolutely plenty of things that Oliver has done that I would strongly disagree with, and I wish he had provided a more nuanced presentation. That said, much of what he said is just factually supported. Rolfe, for example, is supposedly the inspiration behind a character in a popular CBS crime show.

Midas Mike on NCIS's "Going Mobile" episode appears to be based upon the business practices of Frank and Dave and their Mobile Home University. Why isn't MHI concerned about this? There were potentially millions of more viewers of that episode than the over 9 million who have viewed the HBO John Oliver video. How many millions of embarrassing views does it take to activate the MHI/NCC Code of Ethical Conduct

Let's close the circle. Rolfe was arguably correct when he said that he "blames MHI" for many of the problems in the industry and he also said there is no will to solve the affordable housing crisis. Even notorious people can say true things.

    https://patch.com/florida/lake...

    https://www.manufacturedhomepr...and https://www.manufacturedhomepr...

    According to Grok, the following.

Why Does MHI Tolerate Rolfe, RHP, Sun, ELS, and Others Despite Ethical Code Violations?

MHI’s “Code of Ethical Conduct”—A Paper Tiger

    Why the Blind Eye?

    1. Consolidators Rule MHI:
      • Rolfe, RHP, Sun, and ELS are big players—MHI’s dues and influence skew toward them, not mom-and-pops (Part IV, #9). MHProNews: “Predators and consolidators… already have a trade group. It is MHI” (Possible Takeaways).
      • Evidence: MHI’s silence on Rolfe’s debunked claims (Part I, #7; Copilot: no MHI response found) and inaction on MHIA enforcement (Part IV, #7).
    2. Shared Interests:
    3. Legal Cover:
      • Silence avoids lawsuits or antitrust heat. Gemini/xAI note: when evidence is irrefutable, “attorneys may advise not to respond” (Part IV, #3). MHI’s dodging MHProNews critiques (Part II, #2) fits this.
    4. Image Over Substance:

    Consequences? None—Yet

Let's note for accuracy's sake that the Manufactured Housing Association for Regulatory Reform (MHARR) may imply a desire for antitrust, but it didn't directly say so in that specific post. What MHARR asked for was that existing federal laws be enforced. The Manufactured Housing Improvement Act and "enhanced preemption" to overcome zoning barriers are among of MHARR's asks.

Back to the evidence from Lakeland, FL. Per Grok, which also fact checked the report linked below.

Systematic Exposé of Frank Rolfe’s Misleading and Self-Serving Claims

    1. Claim: Mobile Homes Tank Nearby Property Values

I can't think of many people who thought 6 years ago that who believed that tents and sleeping in cars would become more common in Florida, on each of the coasts, or in places in the central U.S. But economic researchers have been saying for years that the fight against monopolists is necessary or poverty would spread.

    https://www.manufacturedhomepr...

Yet, nearly 6 years ago this writer noted that what was happening in Seattle, Washington could be coming to a neighborhood near you. Without more affordable homes there will be more people sleeping in tents, cars, and cardboard boxes. Which do you want to see?

Grok can be edgy. Quoting from the above.

    1. Consolidators Rule MHI:
    • Rolfe, RHP, Sun, and ELS are big players—MHI’s dues and influence skew toward them, not mom-and-pops (Part IV, #9). MHProNews: “Predators and consolidators… already have a trade group. It is MHI” (Possible Takeaways)
