Brooklyn Man Arrested On Manchester Drug Warrants On South Main Street: Concord Police Log

Maine sex offender fails to appear in court; criminal threatening, assault at Lowe's; declined e-scooter purchase leads to felony charges.

CONCORD, NH — Sean J. Morgan Jr., 39, received a summons on a warrant at 12:40 a.m. on Nov. 14, 2023, after an incident or investigation on Washington Street.

Iris Ethel Holden, 45, of Hopkinton was arrested at 9:23 p.m. on Nov. 13 on a bench warrant after an incident or investigation on Bog Road.

Craig Steven Laramie, 40, of Concord was arrested on a bench warrant at 8 p.m. on Nov. 13 after an incident or investigation at Royal Gardens.

Elizabeth Irene Young, born 2003, of Sanbornton was arrested at 5:35 p.m. on Nov. 13 on an arrest prior to requisition after an incident or investigation at the Manor Fire Station at 46 Village St.

Richard Noe, born 1959, of Concord received a summons at 3:30 p.m. on Nov. 13 on criminal threatening and simple assault charges after an incident or investigation at Lowe’s at 90 Fort Eddy Road.

Eddie Santana, 37, of Buxton, Maine, was arrested at 10:15 a.m. on Nov. 13 on a warrant after an incident or investigation on Penacook Street in the Fosterville neighborhood. He failed to appear in Merrimack County Superior Court on Oct. 12 for a review hearing on a sex offender registration-subsequent charge issued in Concord in June. A bail hearing was scheduled for Nov. 15. Santana pleaded guilty to a prior charge in October 2021 after an incident in Somersworth. According to the Maine Sex Offender Registry, he is a sex offender due to prohibitive contact with a person under 14 and gross sexual assault convictions.

Shariff N. Johnson, 45, of Brooklyn, New York, was arrested on three warrants at 3:50 a.m. on Nov. 13 after an incident or investigation on South Main Street. Johnson failed to appear in Hillsborough County Superior Court North on Oct. 30 on felony drug possession, deal-possess prescription drug, and controlled premises charges out of Manchester from July and August. He is due back in court for a dispositional conference on Dec. 11. Johnson also has active felony theft, felony drug possession, controlled premises, and unauthorized use charges out of Manchester from October.

Kevin P. Driscoll, 51, a homeless man now located in Concord, was arrested at 5:52 p.m. on Oct. 31 on credit card fraud-less than $1,000 and two receiving stolen property charges, felonies, due to two prior convictions. Around 11 a.m. on Sept. 2, police were sent to Cleveland Avenue to investigate a theft report. A woman stated her wallet was stolen from her minivan sometime after 6 p.m. on Sept. 1. Around 7 a.m., Capital One notified her of an attempted purchase on the card at Walmart in Concord for $412.44. The charge was declined due to it being above the limit on the card at the time. The complainant went to her vehicle and saw her wallet was stolen. She estimated there was around $100, an out-of-state driver’s license, a debit card, and a credit card. The victim canceled the cards and made plans to visit the NH DMV for a new license. An officer canvassed the neighborhood and spoke with two residents with Ring cameras. They checked their footage but no overnight activity was recorded. The officer then went to Walmart and a loss prevention employee provided footage of the declined purchase attempt (an e-scooter). The officer confirmed the footage was around the same time as the declined credit card and for the same amount. The officer also recognized the suspect as Driscoll as he was “strongly familiar” with him due to “previous police-related interactions,” an affidavit said. Also, on Sept. 1, Bow police reported an interaction with Driscoll in their town — a call for service to a hotel for an unwanted guest, the report said. The Bow officer provided body camera footage, which showed Driscoll was wearing the same clothing as seen in the Walmart footage, an affidavit stated. On Sept. 13, while on patrol at the Friendly Kitchen at 2 S. Commercial St., the officer saw Driscoll standing next to a vehicle, the report stated. The reporting officer and a second officer talked with Driscoll about the case and he was accused of saying he did not remember attempting to buy the e-scooter with the stolen credit card. When told he was not being accused of stealing the e-scooter but there was a problem with the transaction, Driscoll was accused of changing his story, affirming he did remember being at the Walmart and being in the checkout area with the e-scooter but did not walk out of the store with it. When told a stolen credit card was involved, “Driscoll appeared surprised,” the officer wrote. When asked about the issue, he claimed he was with a woman who owed him $300 cash at the Market Basket near Walmart, but she did not have it and, instead, gave him a credit card, the report said. Driscoll “did not know the name of the female when asked,” the officer wrote in the affidavit. Later, he was accused of saying her name was “Destiny.” The officer told Driscoll there was no Market Basket near Walmart and he countered it was the Storrs Street Market Basket, the report said. Driscoll was asked if he still had the stolen credit card and he said he did not think so, but if he found it, he would let the officer know, the report stated. In the warrant for his arrest, the officer noted Driscoll had been convicted on four counts of receiving stolen property between 2017 and 2019 in Nashua and Manchester district courts and Hillsborough County Superior Court North. Driscoll was arraigned in Merrimack County Superior Court on Nov. 1 and has a review hearing booked for Nov. 20.

Sebastian D. Rainie, born 1989, of Concord was cited at 3:51 p.m. on Oct. 28 on a criminal trespass charge after an incident or investigation on Avon Street.

Jordan Johnson, 31, of Franklin received a summons at 2:45 a.m. on Oct. 28 on an operating with an expired license-subsequent charge and a front lights fail-turn on lights when required violation on North Main Street.

Jose A. Garcia, born 1980, of Concord was arrested at 2 a.m. on Oct. 28 on a criminal mischief charge. He was arrested after an incident or investigation on Rollins Street.
