Sex Offender Accused Of Prowling Or Loitering: Concord Police Log

CONCORD, NH — Robert Winston Clark, 34, of Concord was arrested at 5:18 a.m. on March 16, 2023, on a loitering or prowling charge. He was arrested after an incident at the Durgin Block Garage on School Street. Clark is a sex offender due to a possession of child pornography conviction, victim under 16, in 2009.

Richard Edward Hughes, 36, of Concord was cited at 12:34 a.m. on March 15 on criminal trespass and consumption of liquor on private property charges after an incident at Citizens Bank at Capital Plaza downtown.

Heather S. Hurley, 38, of Concord was arrested on a bench warrant at 7:59 p.m. on March 14 as well as a criminal mischief charge. She mischief charge was connected to an incident at Concord Hospital on Pleasant Street while the warrant arrest occurred at the McKenna House on South Fruit Street.

Seph Kimball Desmarais, born 1991, of Concord was arrested at 6:15 p.m. on March 14 on criminal trespass, breach of bail, and two resisting arrest or detention charges after an incident on Loudon Road.

Matt Guay, born 1987, of Hooksett was arrested at 5:41 p.m. on March 14 on a driving under the influence charge and an open container violation at 217 Loudon Road.

Larry Davenport, 47, of Concord was arrested at 3:30 p.m. on Feb. 28 on simple assault, domestic violence-simple assault, stalking, and breach of bail charges, as well as two bench warrants. He was arrested after an incident at The Friendly Kitchen on South Commercial Street.

Victoria M. Volpe, 44, of Concord was given a summons at 7 p.m. on Feb. 27 on a warrant after an incident at the Best Western on Hall Street.

Joseph Perry Darwazeh, 38, of Manchester was arrested at 9:02 a.m. on Feb. 27 on a bench warrant after an incident on North Emperor Drive.

Peter L. Carter, 78, of Concord was arrested at 8:32 p.m. on Feb. 26 on simple assault, domestic violence-simple assault, criminal mischief, and domestic violence-obstructing the report of a crime or injury charges. He was arrested after an incident on Thompson Street.

Kevin P. Driscoll, 50, a homeless man now located in Concord, previously of Stark Lane in Dunbarton, was arrested at 12:14 a.m. on Jan. 9 on felony receiving stolen property, a felony due to two prior convictions, attempted credit card fraud, and credit card fraud charges, less than $1,000 each. On Nov. 26, 2022, an officer was sent to West Street to take a report of a vehicle break-in and items stolen. They spoke to a woman who reported a Cross Body Lulu Bag and a Kate Spade wallet, valued at $125, stolen from her vehicle. Inside the wallet, she noted, were credit cards that were used at the McDonald’s Restaurant and Speedway, about five hours later, for purchases of around $19. On Dec. 6, and Dec. 7, 2022, the officer viewed video footage from both McDonald’s and Speedway in an effort to identify the person using the cards. During the course of the investigation, the officer discovered a purchase at Speedway and an attempt to purchase a $100 VISA pre-paid card were declined. “After reviewing video footage and evidence available, I believe the male in the video footage to be Kevin Driscoll,” the officer wrote, noting other officers, with “multiple police contacts,” also ID’d him as the man in the videos. A warrant was issued on Dec. 14, 2022, and he was arrested later.
