Plaistow Man Charged with Indecent Exposure in Concord: Log
After allegedly crashing cars at Walmart, Epsom woman tells cop, "I was driving fast on this nice day." Plus, teen arrested on drug warrant.

CONCORD, NH - Benjamin A. Delisle, 19, of Alice Drive in Concord, was arrested at 11:26 p.m. on April 21, 2016, on a bench warrant for nonappearance in Franklin District Court on controlled drug: acts prohibited issued on April 13. While on patrol on Village Street, an officer saw a vehicle in the parking lot of Thirty Pines with its engine running. The officer ran the temporary plate and found an active bench warrant but was unable to stop the vehicle at the time. He caught up with Delisle later on Alice Drive and he was arrested. He’s due in court on June 6.

Thomas H. Chamberland, 30, of South Main Street in Pittsfield, was arrested at 12:40 p.m. on April 19, 2016, for felony possession of controlled drugs (fentanyl) after an alleged incident at Concord Hospital on March 26, 2016. He served at the Merrimack County House of Corrections.

Christopher B. Engelhardt, 22, of South State Street in Concord, was arrested at 6:43 p.m. on April 18, 2016, for driving after revocation or suspension. Officers were sent to South State Street for a report that Engelhardt was allegedly seen in the area of the Radio Shack on Fort Eddy Road driving a Buick Century even though had had a suspended license. He also had an active warrant out of Allenstown for both resisting and operating after suspension. Officers arrived at the home and arrested Engelhardt. Engelhardt reportedly stated that he was trying to “do well” at a new job. He stated he would ask friends or family to drive him because he didn’t want to continuously be caught up with the law, according to the report. Engelhardt is due in court on June 6.
Wayne R. Eastman, 68, a homeless man now located in Concord, was arrested at 11:56 p.m. on April 17, 2016, on a bench warrant for nonpayment of fines issued out of Concord District Court on Jan. 4, 2016, $300 cash to settle. He was arrested on Storrs Street after they received a report of possible trespassers near the construction equipment. He was held and arraigned the next day.

Timothy Lanciani, 27, of Main Street in Plaistow, was arrested at 11:53 a.m. on April 16, 2016, on indecent exposure and public disposal of human waste charges from an alleged incident on April 9, 2016, at around 11:30 p.m. near The Barley House Restaurant on North Main Street. He was arrested by Carroll NH Police and processed there. Lanciani is due in court on June 6.
Starcia M. Kimani, 37, of Annis Drive in Gilford, was arrested at 4:15 p.m. on April 14, 2016, on two counts of conspiracy to commit, on a felony, and receiving stolen property. The charges stem from alleged incident on Feb. 27, 2016, at the Citizens Bank on Loudon Road. She was arrested on a warrant and is due in court on May 23.
Thomas P. Messineo, 48, of North State Street in Concord, received a summons at 1:18 p.m. on April 13, 2016, for criminal trespass. Officers were on foot patrol under I-393 near the Kimball Jenkins Estate when they came across two men underneath the bridge. One of the men – Messineo – had been trespassed from the property previously and was given a summons. He’s due in court on May 9.
Craig S. Laramie, 33, of Pembroke Street in Pembroke, was arrested at 9:19 p.m. on April 12, 2016, for felony possession of controlled drugs (heroin), after an alleged incident on March 20, 2016, at Concord Hospital. Hooksett Police arrested him on the Concord warrant. Laramie is due in court on May 2.
