Concord Woman, With Priors, Accused Of Selling Fentanyl And Possessing Meth

Anna Heine was arrested last year after a stop on South Main Street, accused of possessing 35 grams of fentanyl and nearly $500 in cash.

CONCORD, NH — A woman from Concord with several previous crimes and convictions faces new charges, accused by police of selling and possessing drugs last year.

Around 2:30 p.m. on Aug. 11, 2024, an officer on Water Street saw a blue car pass them without an inspection sticker. The officer turned around and pulled the 1999 Saturn SL over at the Dunkin Donuts parking lot on South Main Street. The vehicle was registered to a man in his late 30s; another man in his late 30s was the driver. A passenger was identified as Anna Kathleen Heine, 42, with a last known address of Penacook Street in Concord.

During an investigation, Heine was arrested on a felony possession charge after the officer said she possessed a loaded syringe with fentanyl concealed in her hair, an affidavit stated.

“I searched the vehicle and located a blue rubber tie off, clean and dirty hypodermic needles, Q-tips, burnt tin foil, used drug baggies, and one drug baggie that contained a tan powdered substance,” the officer wrote.

The officer believed the tan power was more fentanyl. They also seized Heine’s purse and applied for a warrant, the report stated.

The search warrant on the purse was executed on Aug. 30, 2024, and inside, the officer found burnt foil and a straw, and a red zipper dime bag, an affidavit said. The red zipper bag had a combination lock securing it, the report said. The officer attempted to open it but was unsuccessful. Later, bolt cutters were used to cut off the lock.

Inside, the officer found marijuana, tan powder in a Nerds candy bag, meth in a clear bag, Heine’s ID and credit cards, unused drug baggies, drug measuring spoons, and $486.92, the affidavit said. The tan powder in the Nerds bag was 35 grams of fentanyl, the officer wrote.

On Sept. 22, 2024, the officer spoke with Heine who requested her property back, the report said.

“This confirmed to me that Anna always had the purse and red zipper bag in her custody and control,” the officer wrote.

A warrant was issued for Heine’s arrest on Sept. 25, 2024.

On Nov. 19, 2024, police raided a home on Penacook Street and arrested Heine on warrants, two felony possession of a controlled drug, possession of fentanyl-sale, and resisting arrest charges as well as an order to vacate; failure to comply charge.

During the raid, Wayne Carl McMann Jr., 52, of Penacook Street in Concord, was also arrested on subsequent possession of a controlled drug and resisting arrest or detention charges as well as an order to vacate; failure to comply charge.

Heine was arraigned in Concord District Court and the case was boundover to Merrimack County Superior Court on Nov. 27, 2024. An arrest warrant was also issued against her that day. She appeared in court on Dec. 3, 2024, and had several hearings about the case. Heine was indicted on Feb. 19.

A motion to suppress hearing is booked for July 17. A final pretrial hearing is slated for Oct. 6, and jury selection is on Oct. 21.

Heine also has an active habitual offender case from April 2024 making its way through Merrimack County Superior Court. During the Concord incident she was also charged with disobeying an officer and a misuse of plates violation. Status conferences were held in December 2024, Jan. 16, and Feb. 14. During the Jan. 16 conference, it was revealed that Heine was in treatment. Another status conference has been booked for Oct. 21.

Heine also has an active violation of probation or parole charge after pleading guilty to a resisting arrest or detention charge in April 2022 in Manchester after originally being charged with receiving stolen property-$1,501-plus and possession of a controlled drug, both felonies. She received a 12-month sentence, suspended to two years with two year probation, and 10 days credit for time served.

Heine was accused of violating probation in September 2024 and was arrested on a warrant in November 2024. A plea and sentencing hearing is scheduled for April 8.

Heine has previously been charged with simple assault, receiving stolen property, resisting arrest, obstruct government administration, criminal trespass, habitual offender, conduct after an accident, and warrants.

McMann does not have active paperwork in superior court.

He has previously been convicted on receiving stolen property, penalty for offense committed while on bail, violation of probation or parole, and several drug charges. According to posts on Patch, he has also been charged with sale of a controlled drug and theft of lost mislaid property.
