Officers at the Cumberland Farms on North Main Street watched as two people, with seemingly no business connected with the store, were mingling around outside. One, the officer said, asked for assistance jump-starting a car, but the officer wrote there were no cars in the area. Later, they left the area toward Ferry Street. The reporting officer drove down to Ferry Street and spotted a Hyundai Accent with its hood up. The officer spoke to three people and one said he and a woman, later identified as Howland, had driven there from Laconia. Howland, one of the officers wrote, “began speaking erratically and immediately stated, ‘What are you doing, talking shit about me?” Howland, the affidavit stated, continued to become “loud and angry” while her “mood changed significantly,” explaining how the car ended up on Ferry Street. The officer asked if she was on drugs or had weapons and she “got very calm and turned her head as she stated that she did not,” the report said. The officer requested to check her purse and pockets, and accused her of acquiescing to a search. She added, “what was in her purse did not belong to her,” the affidavit said. Howland handed the purse to the officer and during the search, the officer found a folded piece of tin foil with a white substance inside, believed to be heroin and/or fentanyl, the report said. Howland was accused of walking away while also throwing a glass pipe of the style that is commonly used with methamphetamine to the ground. Officers then placed her under arrest. The pipe, the officer wrote later, had white-colored residue inside, believed to be meth.
