Sean J. Milne, 43, of Perley Street in Concord was arrested at 11 a.m. on Dec. 11 on a felony receiving stolen property-$1,501+ charge. Police were sent to Concord Christian Academy on Regional Drive for a report of a possibly recovered stolen item. A lieutenant working a detail for a church service saw a suspicious person riding a bicycle behind the building. The lieutenant spoke to the man about the bicycle, and he appeared to be evasive. The lieutenant took pictures of the bike, checked the serial number, and submitted it to the watch commander to check to see if it was stolen. The watch commander said the bike matched descriptors of a stolen or missing from Oct. 31. The watch commander contacted the bike owner, who confirmed it was a match. After the service, the officer spoke to the man again about the bike, but he “did not know details” about it or answers to the questions. The bike model sells for more than $2,000, and the lieutenant found it odd the man was unable to speak about the bike. The man, later identified as Milne, was asked to tell the truth about the bike, reminding him they were at a church service, saying, “shame on the person who left the bike unattended,” the report said. Milne replied, “shame on me,” an affidavit said while elaborating it was too good to be true. Milne said a man named “Dave” sold him the bike for $400 about a month ago, but he did not offer any other details, the report said. Milne was accused of saying when he bought the bike, he thought it was too good to be true but did not think anything of it. Milne was then arrested. He was arraigned in Merrimack County Superior Court on Jan. 5, 2023.
Miles Arthur Anderson, 33, a homeless man now located in Concord, was arrested at 10:59 a.m. on Dec. 4 on a bench warrant as well as two felony possession of controlled drug charges. An officer was sent to the McDonald’s Restaurant on South Main Street for an unwanted guest. An employee said he believed the man was impaired and wanted him moved along. The officer arrived, recognized the man as Anderson, and said he was sitting on the pavement, “asleep with his mouth open,” an affidavit stated. The employee accused Anderson of “nodding off” inside the restaurant and had to “move him along from the bathroom.” The officer spoke with Anderson and asked him when the last time he used drugs, and he said, “sometime last night,” he used heroin,” the report stated. While speaking with the officer, he was drifting off into sleep, the report said. A check of Anderson found an electronic bench warrant out of Concord District Court from Nov. 17, 2022, for a theft charge, and he was arrested. During a search, a second officer found a small plastic container attached to a keyring with white powder inside, believed to be methamphetamine, the report said. A plastic bag with a tan-colored substance, believed to be heroin or fentanyl, was also inside, an affidavit stated. Additionally, the reporting officer accused Anderson of having a glass smoking device with a white powdery reside, a capped used needle, and a small butane torch. He due to be arraigned in Merrimack County Superior Court on Jan. 12, 2023.
